Open procedure for the assignment of full service hire of no. 1089 pay-as-you-go parking equipment (parking meters) for eight years

Reference Number: Call for tender no. 99/2018 - CIG: 75773177CB

Open procedure, pursuant to art. 60 and 122 of Legislative Decree no. 50/16, for the assignment of the renterI full service of n. 1089 pay-as-you-go equipment for payment on the road (parking meters), for a period of eight years, within the scope of the special sectors, to be carried out using the e-Procurement system. For further details please refer to the Specifications and related attachments.

Main Site: In the Municipality of Rome

The contract includes:

- the full service rental service, for a-8 year period, of n. 1089 parking meters for the payment of parking fees on the road, with maintenance and cleaning of the entire park covered by the full service formula, including the remote management system with centralization, processing, software data transfer and historical recording of all the transactions carried out by the accounting meter /economic and technical / functional, including the management of all maintenance interventions,

- the installation of the same in the municipality of Roma Capitale in the areas subject to parking fees, after the removal of the old parcometers therein,

- the further disassembly of about 425 existing parking meters in the area,

- further moving operations of about 160 existing parcometers, in order to optimize the layout of the parking meters on the territory,

- withdrawal of about 1514 uninstalled meters (n 1089 n 425), of which a part, precisely n 388, owned by Roma Capitale, for which this last one will decide on the eventual authorization to the sale,

- eventual adaptations of hardware and software with reference, for examplenon-exhaustive, to: change coins, change bank protocols for payment cards, etc.

The estimated total maximum value of the contract is 14 938 020.97 EUR (including all options) plus VAT and including security charges not subject to a zero tender discount.

Competition-based amount 11 835 570.51 EUR

Within the tender amount areidentified according to the art. 23 paragraph 16 of Legislative Decree 50/2016, as amended by art. 13 of Legislative Decree 56/2017, labor costs quantified in EUR 21 441.10

For the collection of the parking meters the Awardee must pay ATAC an amount of € 65 / each.

Possible extension of the contract amount in scope of 20% and possible extension of the contract for 6 months, as detailed in CSpecial contract.

The contract will last for 96 months starting from the successful installation, with the successful testing of all the parking meters subject to tender, or the completion of the removal of the old parking meters and the installation of new ones. should not, at the end of the 3.12.2019 of the Service Contract between Roma Capitale and ATAC SpA, rinnovate the assignment to ATAC of the parking management service on the road and parking, the incoming manager or Roma Capitale will take over the contract title, according to the provisions of art. 2 of the Contract itself (Resolution No. 184 of 04/08/2017 of the Capitoline Council).

Pursuant to art. 31, paragraph 10 of Legislative Decree 50/2016, the subjects having the duties of the person in charge of the procedimento are:

Responsible for the phase of definition of the requirements and execution of the contract, Marco Sforza; Responsible for the phase of the procedure and identification of the contractor, Franco Middei.

Be registered with the C.C.I.A.A. or to another equivalent body according to the legislation of the country of origin with a social purpose compatible with the object of the present-tender.

The institution of the transfer remains unaltered, pursuant to art. 89 D. Lgs. 50 / 2016.

Documents required for the admission to the tender: all the companies that compete both individually and in group must submit the declaration in conformity with the models G, DGUE and A, certifying the possession of the requirements prescribed in relation to its competitor's structure (single or grouped); in the case of R.T.I. the Q1-RTI model (already established R.T.I.) or Q2-RTI (for the R.T.I. to be constituted) must also be presented, certifying, among other things, the distribution of the contract between the companies assembled; the aforementioned models are supplied by the Contracting Authority and are part of the documentation that complements the present call.

It is specified that part IV must be completed in sections A, B and C in the DGUE Model-and D; the compilation of the single section will not be considered suitable to demonstrate the technical and economic capacity.

Any recourse to the subcontracting faculty and governed by the provisions of art. 105 of Legislative Decree 50/16. The Competitor who intends to make use of the faculty of subcontracting and obliged to indicate the trio of subcontractors ex art. 105 paragraph 6 of Legislative Decree 50 / 16.

Competitors must beno presentation of the payment slip in the name of the National Anti-Corruption Authority (ANAC) - Via Marco Minghetti, 10 - 00187 Rome (report in the space reserved for the purpose the Lot to which you intend to participate and the relevant CIG Code, in addition to your own CF - VAT) amounting to EUR 200.00 CIG 75773177CB

No additional special requirements are required compared to-what is prescribed in points III.1.1, III.1.2, III.1.3.

Within the peremptory term referred to in point IV.2.2), with the modalities specified in the articles. 5 and 6 of the DGNC, the administrative documentation (article 8 of the DGNC) must be presented, the technical offer (including the Prototype of the parking meter offered) and the economic offer, signed with digital signature. Offers not signed with firbut digital, in accordance with the combined provisions of art. 52 co. 8 letter a) and of the art. 83 co. 9 of Legislative Decree 50/16, will be excluded.

In addition to the technical offer, as provided for in art. 4 of the Special Specifications, must be delivered to Atac S.p.A., under penalty of exclusion from the tender, a prototype of parking meter, within the peremptory deadline set in point IV.2.2), prior agreements with the StrStop and parking, Mr. Valentino Di Salvo 06/46958426 -3452536136 valentino.disalvo@atac.roma.it. For details, see point 5.3 of DGNC. Together with the prototype, the operating manuals, the keys, the accesses to the supervision system and everything necessary to carry out the operating tests of the parking meter will also be delivered.(1) total turnover in the last three financial years available not less than EUR 11 000 000 excluding VAT, (Mod DGUE),

VI.3.1) Deliberation of the BoD 31 of 31.7.2018.

VI.3.2 ) ATAC SpA is configured among the subjects pursuant to art. 3 lett. e) of Legislative Decree 50/16 and this contract falls within the scope of the special sectors.

VI.3.4) Entitled subjects and participation modalities: refer to the provisions of art. 2 of DGNC and the "Operating Instructions", published on the site www.atac.roma.it, together with this announcement.

VI.3.5) Competitors must communicate exclusively through the Communications area of the predetto Portal. For the modalities, see art. 21.1 of DGNC.

VI.3.6) The tender procedure is governed by this announcement and the following documents that are complementary to it: Disciplinary of the Competition and Norms of Contracts (DGNC), Modd. C, D, G, DGUE, A, Q1-RTI, Q2-RTI, "Operating instructions for the registration to the ATAC portal and for the submission of the offer and the digital signature".

VI.3.7) The execution of thethe contract is governed by the contract, as well as by the Special Specifications and annexed in it.

VI.3.8) Atac reserves the right to award the contract even in the presence of a single offer, provided it is valid and valid art. 95 co. 12 of Legislative Decree 50 / 16.

VI.3.9) For the purpose of the award, reference should be made to articles 10 and 12 of the DGNC and any congressional review.

VI.3.10) ATAC yesreserves to publish eventual corrections of the present announcement according to the modalities of which to the art. 22 of DGNC.

ATAC and available to provide clarifications aimed at eliminating interpretative uncertainties of the announcement and / or documentation referred to in it according to the procedures indicated in art. 21 of DGNC.

VI.3.11) ATAC has the faculty to apply the provisions of art. 110 of Legislative Decree 50/16, herethe circumstances referred to in the standard occur.

VI.3.12) Payments relating to services rendered by the subcontractor must be made by the contractor, except as provided for in art. 105 co. 13 of Legislative Decree. 50 / 16.

VI.3.13) The stipulation of the contract will take place within 60 days from the award becomes effective, in accordance with the provisions of art. 32 co. 8 and 9 of the D.Lgs n. 50 / 16.

VI.3.14) Pursuant to art. 216 co. 11 of Legislative Decree 50/16, the costs for publication of the notice and of the announcement are reimbursed to the contracting authority by the successful tenderer within 60 days from the award. For the contract of which the maximum estimated amount is equal to € 20, 000.00 plus VAT.

VI.3.15) Incompleteness, irregularity or lack of the required declarations. The casistiche and the procedures for activating the preliminary aid are reported in articles. 10.4.1 and 10.5 of the DGNC.

VI.3.16) The competitors and the Contracting Authorities accept and must respect the clauses and conditions contained in the Protocol of Legalization and in the Protocol of Integrity as per articles. 26 and 27 of DGNC.
