Planning and construction of a 3-way building Elementary school with two-field sports hall for the elementary school Buchholz-Kleefeld II as part of an OePP model

The state capital Hanover has decided to build a turnkey 3-day elementary school with two-field sports hall for the elementary school Buchholz-Kleefeld II as part of an OePP owner model. The construction of the all-day elementary school with a program area of 2 643 m and the two-field sports hall with a program area of 1 311 m are each in passive house constructionbe erected wisely. The redesign of the outdoor facilities is also part of the contract. In addition to these construction services, the private partner must provide all necessary planning services and maintenance within the extended warranty period on the basis of a functional service description with room program. Financing services include the construction intermediaryfinancing and a proportionate final financing. The State Capital Hannover intends to have a 3-day elementary school with a two-field sports hall built for the elementary school Buchholz-Kleefeld II within the framework of an OePP proprietary model at the Paracelsusweg location. The new construction of the all-day elementary school with a Programmflaeof 2 643 m and the two-field sports hall with a program area of 1, 311 m are to be built in passive house construction. The redesign of the outdoor facilities is also part of the contract. In addition to these construction works, all necessary planning services should be provided. The state capital Hannover expects a comprehensive offer for planning, construction and financingservices and maintenance services in the extended warranty period. Financing services include construction bridge financing and a proportionate final financing. The amortization of the total investment costs (GIK) for 60% of the GIK is made by a one-off payment by the client after acceptance of the construction works and a final financing of the remaining oneGIK over 20 years after acceptance of construction works. The buildings are scheduled to go into operation at the end of 2021. Regardless of whether several companies are bidding as a bidding consortium or subcontractors are to be commissioned for some of the services, the proofs and explanations given below for the applicant (A) are for the Bauunte(B) as well as for the design writer / architect and landscape architect (C). If a company / planning office intends to provide more than one of these services, all required proof and explanations must be submitted for each of these services. References that apply to different criteria can be named multiple times. In the case of consortia, n evaluated the references of the individual consortium members in total. If the applicant is an already existing project company, which should only be active for this project, then the required information on the criteria mentioned in section III.1) must be provided by the initiator / shareholder of this project company. The following proofs must be enclosed with the application:

A) Forthe applicant:

A1. Excerpt from the commercial register, not older than six months (companies that are not registered in the commercial register may, alternatively, provide evidence of membership in the IHK, Handwerksrolle or comparable chamber, which may not be more than six months old).

A2, Self-explanations,

- theress the company or its attributable persons in the last 3 years not in accordance with -21 illicit work law or - 21 i. V. m. Article 23 of the Posted Workers Act has been imprisoned for more than three months or has been fined more than 90 days' sentences or a fine of more than EUR 2 500.

A3. Declaration of one or more credit institutionsin which they declare their basic willingness to finance the measure.

B) For the construction company:

B1. Excerpt from the Commercial Register, not older than 6 months (companies that are not registered in the Commercial Register can alternatively provide proof of membership in the IHK, Handwerksrolle or comparable chamber, which is not older than 6 monthsin may).

A) for the candidate:

A4. Total turnover (net) as OePP-Anbidder / general contractor (GUe) of the last 3 completed business years.

A5. References to comparable projects (planning, construction, financing) or assignment of credits, in which the applicant acted as the responsible partner (contract partner / initiator / shareholder of the property company, GUe) of the client; Reference period from 2012 (date of contract signature). The project wIt is also recognized as a reference if the construction work has started but not completed. The project is only acknowledged as a reference if the following information is available: object, year of contract conclusion, name of the client and contact person, implementation process, construction volume (net, KG 200-700). A maximum of 5 reference projects will be counted. Reference sheet with pictorialhe presentation is desirable.

B) For the construction company:

B3. Total turnover (net) of the construction company over the last 3 years of business completed.

The application form must be completed and signed by the candidate. Applications must be submitted to www.meinauftrag.rib.de/public/publication for action. When compiling the documents isto ensure that only statements and evidence that are necessary for the application are submitted. Additional information that does not serve as proof of required information will not be considered. Certificates with the addition "not older than 6 months" may not be older than 6 months on the day mentioned in point IV.2.2)before answering the questions. Questions are to be directed by the Bietertool to the contract number 19-0959-18. The questions are posted on the communication platform mentioned in point I.3) and only answered there. 1) Multiple applications from applicants, construction companies and architects and landscape architects are not permitted and lead to the exclusion of theApplications in which the company concerned has participated.

2) Tenders containing contracts for construction companies or architects / landscape architects not mentioned in the tenderer's application will not be accepted; also offers from consortia, which only become available after being invited to tender from invited companies3) Any invited tenderer who has submitted a tender offer with the requested documents in due time, but who will not ultimately be awarded a contract, will receive a compensation of EUR 25 000 following the conclusion of the procurement procedure for the preparation of his tender ( gross). All bidders who, at the request of the client, submit theirHowever, in the event of an overhaul of the planning services provided, but ultimately not being awarded the contract, a compensation of EUR 5 000 (gross) will be paid for each revision requested by the contracting authority. For side offers no compensation is paid.

4) If in an application explanations or proofs are missing, the missing explanations or proofs are demanded. These areat the latest within 6 calendar days of request by the applicant. The period starts on the day after sending the request.
