In the framework of the Lebanese German cooperation between the government of Lebanon and Germany, GIZ in close cooperation with the Lebanese partner ministry 'Ministry of Social Affairs' and municipal body"s in the Governorate of North Lebanon is implementing the 'Local Development Programme for Deprived Urban Areas in North Lebanon' (UDP-NL).
Main Site : Tripoli, Lebanon.
GIZ seeks to award all required architectural and engineering services for the implementation of the center, including project supervision, to one experienced and high-performance consultancy firm as general planner. The general planner shall employ and coordinate suitably qualified personnel to cover all required services and engineering disciplines.
The design consultant's team must include suitably experienced personnel covering all required design and engineering disciplines like e.g.:
— architectural/urban design,
— structural engineering,
— landscaping,
— interior design,
— building equipment,
— environmental and services engineering,
— complementary services like e.g. building physics.
For the execution of the project a budget of max. 2 500 000 USD (appr. 2 257 948 EUR) is envisaged. The plot of land with a seize of approx. 1 200 m is provided by the municipality.
The aim is to design and plan a building that meets functional and safety-relevant requirements and combines a sustainable and climate-friendly design with the creative representational demands of an Arts and Work Centre.
As per the general zoning regulations the center building might have a footprint of max 360 m with 3 floors above ground, one extended basement floor as venue for events and eventually a second basement as parking deck. The ground floor should be a welcoming public space and might host a cafeteria and an open working and exhibition space. The two upper floors might offer space for offices and rooms for trainings and workspace for other activities.
The building should seek a high level of standards in regard to the architectural design and the building technology and the respecting of sustainability and green building standards.
The building should be surrounded by an attractive out door area.
It is intended to execute the construction work as a turnkey project.
The design consultant has to follow the different subsequent planning steps as defined in the ToR. With the aim to guarantee a failure-free construction progress the consultancy firm is expected to deliver high quality services and to deliver in depth and detailed planning close to shop drawing level.
It is intended to award the planning and design phase and supervision separately.

3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
