Call for tenders n. 2/2020 open procedure for the concession for advertising purposes of the internal and external spaces of streetcar cars, in spublic service on the urban network of Rome

Main Site: Ordinary internal and external advertising spaces of road vehicles, in public service on the urban network of Rome

The spaces to be used will be internal and external spaces of approximately 2 634 cars used for scheduled public transport of different types (buses, trolley buses and trams) belonging to the ATAC park and to that of the Ro companybut TPL, which result from the tables attached to the specifications. The assignment is intended to be extended to the cars supplied to ATAC at the time of the tender and to those that will be purchased, rented, acquired in various capacities or in usufruct and put into operation during the duration of the contract.

The contractual relationship may have a shorter duration should the lapse occura, the revocation or modification of the assignment in house to ATAC, as provided for by the Municipal Resolution no. 273 of 6.8.2015, without the recognition of any amount, also as compensation, in favor of the contracted operators.

Estimated total value: value, excluding VAT 10 938 000.00 EUR (revenue per ATAC), of which 7 292 EUR 000.00 for the two-year contract and EUR 3 646 000.00 for theone year renewal option. Security costs are EUR 9 065.55 (cost per ATAC). Award criteria: at the lowest price (to be understood as the highest revenue) on the minimum annual fee of EUR 3 646 000.00. In particular, the award will be made in favor of the competitor who will have quoted the largest increase on the tender amount.

The economic operators must declarerare in the ESPD (part IV) to be in possession of all the requirements indicated below.

Registration for activities related to this service in the commercial register or in one of the professional or commercial registers of the state of residence of the competitor.

Evidence required at the successful tenderer: one or more of the documents required by art. 86 of Legislative Decree no. 50/2016 in addition to certificates, certificates, authorizons, licenses or, in any case, documents issued by competent authorities, bodies, offices or offices, proving the authorization to perform the contract in compliance with current legislation.

Requirements unified with those referred to in point III.1.3 below) to which you are referred.

1) authorization by the general manager n. 144 of 17.12.2019;

2) ATAC S.p.A. is configured among the subjectsect ex art. 3, lett. e) of Legislative Decree no. 50/2016;

3) to participate, each competitor must register / register on the ATAC SpA purchasing portal, website: https: //atac.i-faber.com;

4) admitted subjects and participation procedures: please refer to arranged in art. 2 of the DGNC and published on the website: www.atac.roma.it, together with this announcement;

5) competitors must communicate andexclusively through the communications area of the aforementioned portal. For the modalities, see art. 21.1) of the DGNC;

6) the tender procedure is governed by this announcement and the following complementary documents: tender specification and contractual rules (DGNC) as far as compatible, modd. C, G, DGUE, A, Q1-RTI, Q2-RTI, ;

7) the performance of the contract is governed by the contract, in addition to che by the special specifications and by the annexes mentioned in it;

8) within the peremptory term referred to in point IV.2.2), with the modalities specified in the articles 5 and 6 of the DGNC, both the administrative documentation (art. 8 of the DGNC) and the economic offer must be submitted, signed with a digital signature. Offers not signed with digital signature, pursuant to the combined provisions of art.52, paragraph 8 letter a) and art. 83, paragraph 9 of Legislative Decree no. 50/2016, will be excluded. ATAC S.p.A. reserves the right to award the contract even in the presence of a single offer, provided that it is accepted and valid;

9) offers that lead to a decrease in the amount indicated in point II.1.5) are not allowed;

11) ATAC SpA reserves the right to publish any corrections to this second callthe methods referred to in art. 22 of the DGNC;

14) the stipulation of the contract will take place within 60 days from the effectiveness of the award;

15) the costs for the publication of the notice and the announcement are reimbursed to the contracting authority by the successful tenderer within 60 days of the award. For the contract in question, the maximum estimated amount is EUR 20 000.00, plus VAT;

16) incompleteness, irregularity or lack of the required declarations. In case of absence, incompleteness and any other irregularity in the declarations requested, the contracting authority will assign the maximum term of ten days to the tenderer to make, supplement or regularize the necessary declarations. If it does not do so within the aforementioned term, it will competente and excluded from the tender;

17) competitors and contracting stations accept and must comply with the clauses and conditions contained in the memorandum of understanding and integrity pact referred to in art. 26 of the DGNC;

18) protection of personal data: see art. 20 of the DGNC;

19) traceability of financial flows: refer to art. 25 of the DGNC.
