Operation of a shared accommodation for asylum seekers

The district of Bautzen as the client intends to provide accommodation and care for asylum seekers and other foreign refugees in the shared accommodation of the district of Bautzen in 02977 Hoyerswerda, Thomas-Muentzer-Str. 25, within the framework of an award procedure to specialistcompetent, reliable and reliable contractors.

The subject of the tender is the operation of the accommodation facility as well as the accommodation and care of asylum seekers and other foreign refugees at the 02977 Hoyerswerda property in the Thomas-Muentzer-Str. 25.

The property to be rented has been classified as Geshared accommodation used for the purpose of accommodating asylum seekers. The shared accommodation will be operated with an average number of 450 places, with a base number of 300 people. If necessary, the maximum capacity of approx. 600 places for the accommodation of families, individual women and men should be usedbe kept, taking into account the peculiarities of these groups of people. The basic equipment of the accommodation rooms in accordance with the requirements of the VwV accommodation must be guaranteed.

The shared accommodation must be implemented through structural, technical and organizational measuresbe protected against unauthorized intrusion and against external attack. The security of the property must be ensured by a suitable security guard outside the presence of the home or care personnel as well as at night and on weekends and public holidays.

Social workers must be employed in the shared accommodation. Goals of care activity u. a .:

Design u. Advancementliving together - promoting mutual support,

- avoiding conflict situations;

- tolerance and respect;

- support on return to home country;

- Providing orientation and information to the admitted persons on the spot.

Rules of the house have to be issued and the residents at least in German, English, French, Russianand Arabic language.

Personnel to be deployed: There are 1 VZAe home manager, per 100 residents 1 VZAe social worker / supervisor / employee; 1 VZAe caretaker to employ. In addition to 1.0 VZAe home managers and 1.0 VZAe caretakers, 3.0 VZAe care staff must be employed. For every 50 places above the basic number of places, 0.5 VZAe support staff must be added. ObjeSecurity must be provided by a security guard who is also available around the clock at night and on weekends and public holidays outside of the presence of home or care personnel.

The tender must be submitted: social concept, security concept, violence protection concept.

Award criteria: Award criteria are the concept with a maximum of 50 points, the qualification with a maximum of 10 points and the operator costs with a maximum of 40 points. The concept evaluation area is divided into 4 evaluation areas. These are included in the following proportions:

1. Scoring area - optimization of social care Cooperation with welfare associations and aid organizations (maximum 34 points), measures for de-escalation and security in the home (maximum 6 points), involvement of residents in the home (maximum 5 points), details of the accommodation strategy (maximum 5 points). The individual sub-criteria and their weighting result from the enclosed with the tender documentsn Form 227 (weighting of the award criteria) can be found. The qualification is assessed with regard to the implementation of the service to be performed, since the organization, the qualification and experience of the personnel to be deployed has a significant influence on the level of the execution of the order. a. Training of employees in the vacant area, foreignlanguage skills, etc. The individual sub-criteria and their weighting can be found in Form 227 (weighting of the award criteria) enclosed with the tender documents. Regarding the operator costs, the sum of the 66.66 times the daily rate of the flat-rate base number and the 33.33 times the daily rate for the flat rates 301-450 are reducedfeeds. The bidder with the lowest offer price receives 40 points, the subsequent bidders each receive a deduction of 0.25 points for a deviation of one percent. A sample calculation is included in the tender documents in the attached form 227.
