REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES FOR REVIEW AND IMPLEMENTATION OF THE RESETTLEMENT ACTION PLAN

ANGOLA

ENERGY SECTOR EFFICIENCY AND EXPANSION PROGRAMME (ESEEP) PHASE I ENERGY SECTOR

The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract with a consultancy firm for the development and implementation of a Resettlement Action Plan (RAP) for the approximately 362 km of 400 kV Transmission Line connecting Huambo-Lubango and including a 400/ 220/ 60 kV substation in Lubango.

The contract is to include services of review and implementation of the RAP document through the lifecycle of the project ending after commissioning. This contract is to include the following, but not limited to:

i) Reviewing, validating and provide suggested amendments, if applicable, to the RAP document for implementation

ii) Promoting the resettlement pubic participation processes activities at provincial and municipal level, in articulation with RNT

iii)Facilitate the signing of the compensation agreements between RNT and the proposed people to be resettled, this task is to include facilitating the legal, physical and financial settlement process.

iv)Implement the proposed livelihood restoration plan

v) Monitoring activities include:

a. follow up of all resettled families verifying with them their participation in activities that promote their rapid recuperation of livelihoods and reestablishment of social networks

b. Monitor and assist with the implementation of the grievance mechanisms and assisting affected and host families to make effective use of the process (internally and externally).

c. Develop a monitoring system and implement

vi)Establish a resettlement working group (which is to include organs of state, local authorities, tribal authorities and specialist groups) and promote the municipal administrations involvement in the RAP implementation

vii) Ensure that all proof of compensation paid (PAP) is tracked and included in the project census and asset survey

viii) Engage with RNT-s Project Implementation Unit (PIU) and assist RNT with coordinating the RAP implementation within the Owners Engineer (OE) and the EPC.

The duration of the RAP services will be 20 (twenty) months.

The RNT now invites companies to indicate their interest in providing these services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

The criteria and procedure for shortlisting shall be in accordance with the African Development Bank-s “Procurement Policy and Methodology for Bank Group Funded Operations” dated October 2015, which is available on the Bank-s website at http://www.afdb.org.
