Project Measures:
The Muzizi HPP is located in Western Uganda along the Muzizi River about 6km upstream before entering the Lake Albert from the south-east side.
This diversion-type hydroelectric project shall be designed and constructed with a power generating capacity of approx. 50 MW. The project has a gross head of approximately 465 m and a nominal design discharge of 12 m³/s. The project consists of the following:
• Concrete dam on the Muzizi River; height approx. 14 m and the length approx. 200 m.
• Reservoir for grid services and peaking capability.
• An approx. 2.5 km-long low-pressure headrace tunnel (A ~20m²) connecting the intake with the pressure shaft.
• An approx. 1.6 km penstock including surge and pressure shaft and partly laid in a pipe gallery tunnel.
• A powerhouse with 3 Pelton turbine units with generator sets, control system, SCADA and balance of plant.
• High voltage switchyard and approx. 6 km-long 132kV transmission line and approx. 6.5 km-long 33kV transmission line
• Approximately 20 km of Access Roads leading to Intake, surge shaft and powerhouse area of the project
• Operator-s permanent housing camp near the powerhouse
Requested Services:
For the realisation of the Muzizi HPP, UEGCL as the Project Executing Agency, is looking for a consultant to award as the Owner-s Engineer (OE) for the project. It is foreseen to realise the project using the Plant and Design-Build (FIDIC Yellow Book) Conditions of Contract.
The consultancy services for Phase B - Project implementation shall include, among others:
• Owner-s Engineer (construction supervision and commissioning)
• Support UEGCL during implementation, commissioning and rectification of defects
• Follow up the environmental and social impact mitigation measures

Financing
Implementation of the Project is being financed by:
1. KFW Development Bank, Germany
2. Agence française de développement (AFD), France
3. European Union (EU)
4. Republic of Uganda

Selection of Consultants:
The procurement shall be conducted in accordance with the procedures described in the KfW Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partner Countries, which can be found on the website:

The selection of an experienced independent Consultant is subject to a Quality and Cost-Based Selection (QCBS) including post-qualification (One stage 3 envelopes). The 1st envelope shall include the Qualification documents; the 2nd envelope shall have the Technical Proposal and the 3rd envelope, the Financial Proposal.

Requested candidates:
Independent qualified Engineering Consultancy firms with good knowledge and practical experience in the hydropower sector and with a minimum annual turnover of 3 Million EUR / year for the last three years. Experience in the sub-Saharan region would be an added advantage.
The Consultant is encouraged to collaborate with consulting firms and/or individual consultants as well as specialised consultants/ experts if deemed necessary to reinforce the needed local, institutional and technical competence.
