Tender Details

Tenders are invited for Consulting Services for the Development and Implementation of an Integrated Road Asset Management System.

The United States of America, acting through the Millennium Challenge Corporation (MCC) and the Government of Liberia (GoL) have entered a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the “Compact”). The Government, acting through the Millennium Challenge Account-Liberia (MCA-Liberia), intends to procure Consulting Services for the Development and Implementation of a cloud-based integrated Road Asset Management System (RAMS) very shortly.

This RAMS is part of the MCC funded Road Project comprising of two inter-connected activities of National Road Maintenance Activity and Roads Sector Reform Activity designed to build a foundation for national road maintenance planning/execution, and to build capacity within the sector.
Additionally, MCC Funding for the Roads Project also supports strengthening the responsive planning and implementation capacity to institutionalize Social Inclusion and Gender Integration within GoL.

The Scope of Work is to develop and implement a cloud-based Integrated Road Asset Management System (IRAMS) which includes the following core sub-systems:
1. Spatial Relational Road Database Sub-System;
2. Road Locational Referencing Sub-System;
3. Paved Road Management Sub-System;
4. Unpaved Road Management Sub-System;
5. Bridge Management Sub-System;
6. Traffic Management Sub-System;
7. High-Level Management Dashboard; and
8. Integrated Mapping Capability
The RAMS must also include interfaces to HDM-4 (Highway Development & Maintenance System), ROMAPS (Routine Maintenance Planning System), and other existing systems used by the related Departments under Government of Liberia.
Additionally, the Scope of Work includes training and capacity building in the use of the RAMS, targeting all levels of management within the Ministry of Public Works (MPW) and the National Road Fund (NRF).
The duration of development and implementation of the RAMS is eight (8) months maximum, including the training and required approval periods, plus two-year maintenance support.

MCA-Liberia now invites interested consultants to express their interest in participating in this procurement with their brief company profile, project details of past similar experience (especially in sub-Saharan Africa) and the description of their proposed systems. MCA-Liberia will keep the contacts of interested consultants in their mailing list and send the Request for Proposals (RFP) for their consideration, as and when it is released.

MCA-Liberia intends to publish a Specific Procurement Notice and release the RFP within the next four weeks.

This pre-solicitation notice does not obligate MCA-Liberia to release the RFP or award a contract, nor does it commit MCA-Liberia to pay for any costs incurred in response to this pre-solicitation notice.
