The Government of the Republic of Mali has received funding from the African Development Bank Group to cover the cost of the Malaria Economy Competitiveness Support Project (MCAP), and intends to use a part of the sums granted under this grant to finance the service contract of a consulting firm to review the manual of accounting, administrative and financial management procedures on behalf of the project to support the competitiveness of the economy Malian (PACEM).

The services provided under this contract will generally allow to review the manual of the Administrative, Financial and Accounting procedures of the Support Project for the Competitiveness of the Malian Economy (PACEM) with a view to a correct execution of its technical and financial activities, to adapt it to the national procedures of the country and the group of the African Development Bank "ADB".

And more specifically:

? Review the manual of administrative, budgetary, accounting, financial and technical procedures, as well as to design a chart of accounts and a budgetary nomenclature in order to adapt it to the Project of Support to the Competitiveness of the Malian Economy

(PACEM);

? establish the accounting and financial reporting templates to be produced by the Project Implementation Unit;

? Train project staff in the use and control of changes in the new manual;

? propose control and monitoring methods and procedures to make the Coordination Unit fully operational;

? propose accounting accounting models.

The mission aims through the formalization of the procedures that will be described:

? a formal basic organization and effective procedures;

? Streamlining the processing of records and the storage of information.

Therefore, the new manual will have to:

? define the role and sequential responsibility of each project staff member, as well as the functional and relational links between the project and all of its partners, including the Directorate General of Public Debt (DGDP);

? identify the mechanisms of operation and collaboration between the different state structures and projects;

? define the deadlines for the various stages of execution of the various activities.

More specifically, it will be a matter of putting in place a document describing the major processes in the performance of activities, and describing them in terms of procedures and operational tasks to be carried out at the level of each actor.

In addition, the drafting of these procedures should make it possible to:

? ensure a better internal control system through the separation of incompatible tasks (authorization - execution - registration - documentation - control);

? ensure the safeguarding of project assets and assets;

? Understand the operating mode and the administrative, budgetary, accounting, financial and technical management system within the project by integrating the management of the counterpart of the State of Mali.
