General Procurement Notice for Consulting Engineering Firms (Studies and Control of Different Works); Activity Monitoring and Evaluation ; Annual Audit of the Accounts; Annual Audit of Acquisitions; Part of the Training Activities; Selection of Individual Consultants on the Basis of a Short List : The Updating of the Manuals and Technical Assistance to the PDZP / PNDL.

1. The Republic of Senegal has received a loan from the African Development Fund(ADF) for the co-financing of the Project to open up Production Zones in support of the National Program for Local Development (PDZP / PNDL).

2. This project has the following main objectives: ( i) improvement of access to production areas, increase of productivity, market access for agricultural and livestock products; (ii) the development of agricultural value chains with high employability of young people and women; (iii) the improvement of access to basic socio-economic services for territorial economic development; and (iv) strengthen the capacity of territorial actors to achieve the objectives of the PES in general and PRACAS in particular and the operationalization of Act III of decentralization.

3. The project comprises the following three components:

ü Agricultural value chain development and capacity building;

ü Rural infrastructure development;

ü Project Management.

4. Procurement methods for the works, goods and services financed from the loan are indicated below.

A. Works : National Competitive Bidding (AON) : Construction / Rehabilitation of 550 km of tracks in 48 Rural Communes; Construction of support infrastructures for value chains. DRPCO : Repair of the premises

5. Procurement of goods, services and works shall be carried out with national procedures in accordance with Decree No. 2014-1212 of 22 September 2014 issuing the Public Procurement Code of the Borrower, with the exception of the acquisition of consultants for the accounting and financial audit, procurement audit, updating of manuals and technical assistance to the PDZP / PNDL will be conducted in accordance with the Bank's Rules and Procedures on the Use of Consultants (May edition). 2008, revised July 2012).
