Tenders are invited for Consultation for Targeted Sectoral Analysis of the National Education System, Djibouti.

1. Background

The Republic of Djibouti has a master plan covering the period 2010 to 2019, the completion of which coincides with the 2017-2019 Action Plan for Education, which is a continuation of the previous 2014-2016 EAP. The priorities and expected results of this last EAP are aimed at improving the quality and relevance of teaching and learning, increasing access to and participation in education by reducing disparities in schooling and training, and helping to improve the rules for education and training. governance, steering services and networks of education in all these degrees: Preschool, Primary, Middle, Secondary, TVET and Sector Management.

At the end of this last phase of implementation of the 2010-2019 master plan, it is planned to draw up a sectoral diagnosis of the national education system.

In this context, the Ministry of National Education and Vocational Training seeks technical and financial support from the Local Group of Education Partners (LEG). The conduct of this sectoral diagnosis of the education system is planned over a period of three (3) months (September 2018 to November 2018). The way of working between the national team and the external technical support team includes various modalities including technical work sessions during workshops.

The sectoral diagnostic elements of the national education system consist of three chapters:

· Chapter 1: Global context of education sector development

· Chapter 2: Analysis of school enrollment, internal efficiency and children out of the system

· Chapter 3: Cost and Financing, with a detailed estimate of training costs by level of education

· Chapter 4: Quality, System Capabilities and Management

2. Justification

The sectoral diagnosis of the national education system will be used to identify weaknesses, correct, de facto, deficiencies recorded and consider progress in coverage and quality for the definition of a new educational policy well founded in a context of financial sustainability and in a horizon covering the development of a new master plan for the period 2021-2035.

In this perspective, the information gathered in this sectoral diagnostic study will be able to serve as a basis for the estimation of a sectoral simulation model that will facilitate the evaluation of the trade-offs to be made to achieve this and, on the other hand, will allow target the educational priorities that will need to converge on the new long-term development policy framework called "Djibouti Vision 2035"

3. Objective

The purpose of the consultation is to support the MENFOP in developing a targeted sectoral analysis of the national education system.

Specific objectives :

· Understand the quantitative performance of the system, at all levels and types of education, both in terms of carrying capacity, coverage of different age groups, barriers to access and completion of cycles, efficiency and exclusion

· To assess the extent to which the legal, administrative and financial means implemented make it possible to produce the expected effects of the sectoral policy and to achieve the objectives set for it, in particular the updating of the MTEF.

· To enable educational authorities as well as partners in the education system to jointly assess the effectiveness and relevance of their combined efforts in the development of the education sector.

· Define accurately and appropriately the conditions for improving the performance of teachers and students

· Create a legitimate space in which key national education stakeholders meet to discuss sensitive policy challenges

· Contribute to strengthening the ownership of the Plan and the sectoral approach by the main actors.

4. Methodology

This diagnostic study carried out on the basis of the RESEN methodology must respect the process of the three stages, namely:

· The establishment of a training and launching workshop whose objective of this first phase is to present the issues and the methodology followed, to constitute the national team, to divide the tasks, to establish a chronogram and start the work.

· The establishment of a technical work of collection and processing of statistical information in order to conduct analyzes and the writing of analytical chapters.

· Establishment of a feedback workshop on the results of the diagnosis and the final report.

This work will be done in close collaboration with the MENFOP national team led by the Secretary General of the Ministry of National Education and Vocational Training. The technical and financial partners will also be consulted.

Under the guidance of the Planning Team and under the supervision of the National Focal Point designated to monitor the progress of support for this sectoral diagnosis, the Consultant will work in collaboration with the National Team in charge of Chapters 2, 3 and 4, at a distance and in direct mode during workshops in the country. It is specifically:

· · · To support the national team of this sectoral diagnosis of the education system in charge of Chapter 2 on the analysis of school enrollments, internal efficiency and children outside the school system in the collection of data, the development of analyzes, and the writing, on the basis of the analytical framework detailed in the Methodological Guide for the Sectorial Analysis of Education.

· To support the national team of this sectoral diagnosis of the education system in charge of Chapter 3 on costs and financing, in the data collection, the development of analyzes, and the drafting, on the basis of the detailed analysis framework in the Methodological Guide for the Sectorial Analysis of Education,

· To support the national team of this sectoral diagnosis of the education system in charge of Chapter 4 on quality, system capabilities and management, in data collection, development of analyzes, and drafting, on the basis of detailed analysis framework in the Methodological Guide for the Sector Analysis of Education,

· To support the development of the presentations related to the key results of the diagnosis on the three themes requested during the national restitution workshop of this sectoral diagnostic of the education system

· Facilitate analytical and drafting work during the sector and non-workshop (remote) diagnostic workshops.

· Train the planning staff on the themes of this methodology of sectoral diagnosis of the education system

· To facilitate the analysis and writing of the final report

5. deliverables:

At the end of the mission the consultant will have realized:

· A concept note describing the Djiboutian educational context, delineates the programmatic and methodological contours of the consultation and clearly defines the final results expected.

· Better supervision of the national teams in charge of equity analysis and ECD analysis during the analysis and writing workshops and at a distance

· The technical training of the national teams in charge of targeted sectoral analysis of education, according to the methodology described in chapters 2, 3 and 4 of the RESEN.

· Animation of technical workshops in Djibouti for a targeted sectoral diagnosis of the education system according to the RISEN methodology

· The production of three reports, including the Final Report, which is to report on the expertise in its entirety and the results of the targeted diagnostic analysis of the Djiboutian education system.

7. Supervision

The consultant will be recruited by UNICEF, who will draw up his contract and will be put at the disposal of the Ministry of National Education. It will be supervised by the Secretary General of MENFOP and the Head of Education Section of UNICEF. He will work in close collaboration with the MENFOP and UNICEF teams. However, he must submit all the products of the consultation to the Secretary General who will have to validate them before their submission to the other partners.

During the recruitment process, candidates' technical proposals will be discussed and validated within a working group of MENFOP and UNICEF. This working group will also contribute to the monitoring and validation of all products developed by the consultant.

8. Place of consultation and working conditions

Remote work including up to three (3) missions in Djibouti.

· Remote work: 10 days

· 1st Mission - 10 days

· 2nd Mission - 10 days

· 3rd Mission - 10 days

9. Remuneration

The financial offer will cover the following expenses:

· The fees,

· Daily allowances for the stay in Djibouti (including living expenses, accommodation, communications, travel in the city and in the field, other reproduction costs). The total amount will depend on the number of actual days on the field.

· Return economy class tickets will be included in the consultant's proposal. UNICEF will ensure that the given fare is reasonable in relation to the journey.

Any other costs will be borne by the consultant, including visa and vaccines. The consultant will need to provide proof of medical coverage covering it during the mission.

10. Terms of payment

The consultant will be paid for the submission of invoices for the various deliverables, subject to validation by the supervisor of the consultation.

The consultant will have to submit the various products of the consultation, after validation by the Secretary General of the MENFOP, so that it is paid. His payment will have to be made up to:

· 30% to the report of the 1st mission (start-up phase)

· 40% when submitting the first version of the final report on the targeted sectoral analysis

· 30% when submitting the final report on
