Tenders are invited for Consultation to Conduct a Study on the Situation of Children outside School and the Phenomenon of Dropping out of School in Djibouti.

1. Background

The Republic of Djibouti has developed and implemented an ambitious 10-year program (2010-2019) for the development of the education sector.

The main objectives of this program are:

· The development of pre-school education with special attention to children from disadvantaged backgrounds and rural areas,

· Achieving the target of 100% primary school enrollment in 2015 and 90% gross enrollment ratio for 11-14 year olds in 2019,

· Strengthening incentives for girls' schooling

· The mastery of 80% of the knowledge and skills defined in the curricula by 100% of the pupils of the fundamental,

· Ensure efficient and effective management of the quality of services offered and the use of resources.

These strategic objectives have been transformed and detailed into operational objectives through the development of several three-year Education Action Plans (EAPs), the last of which is the 2017 - 2019 Education Action Plan.

In addition, the orientation law of the 2000 education system introduced 9-year basic education (5-year primary education + 4-year average education), free and compulsory for children (girls and boys) 6 to 16 years old.

Despite the notable progress made, the sector suffers from high repetition and dropout rates (22% and 18% respectively) at the end of primary school, due to a lack of reception capacity at the secondary school level (but also at the primary level). with a TBA 100%). the gross primary school access rate is 72.5%, while the 5th-6th grade transition rate is around 60% and the completion rate of basic education is 47%, 6%.

if the ambitions to educate all children in the country and the political will to eradicate the phenomena of school exclusion are asserted with force and sustained, the progress achieved are below expectations and statistical data on children outside schooling or exposed to the risk of being able to inform decisions in favor of schooling and the implementation of mechanisms adapted to their needs are non-existent.

2. justification

a first study on children outside the school system was carried out in 2014 (oosci report, 2014). based on existing work on education and analysis of secondary data sources (administrative statistics and household surveys), this first study provided an overview of the situation of out-of-school children. bring elements of understanding of this phenomenon and to put forward some proposals to fight against this phenomenon.

after four years of implementation of the education action plan, a new study will provide an up-to-date overview of the schooling of children in djibouti and the phenomenon of early school leaving of children and adolescents (primary, middle and secondary), especially for girls.

in addition, this study will go beyond the exploitation of data from existing documents. it will be able to rely on school statistics and household surveys, in particular edam4, but will be supplemented by specific quantitative and qualitative surveys targeted at certain localities and a similar survey specific to refugees. the aim is to provide unequivocal answers to key and central questions about oosc: "who are they"; " how many are they ? »; " where are they ?". in addition, the study will be complemented by a thorough collection and analysis of qualitative data to provide explanatory answers to questions such as "why are they out of school? and what policies and strategies could allow for the participation and retention of all children and adolescents in school? "

this study should also assess the extent and evolution of school dropout in djibouti, identify groups of students most affected by school dropout, and understand the reasons why young people leave school prematurely.

it is in this context that the menfop wishes to benefit from the support of an international expert to conduct this study on the situation of children outside school and the phenomenon of dropping out of school in djibouti.

3. objectives

main objective :

-to better understand the phenomenon of school drop-out of children and adolescents by conducting a multidimensional analysis based on quantitative and qualitative data, and to formulate scientifically-based recommendations that would help put in place effective policies and strategies to combat this phenomenon

- position children's school drop-out as part of a global approach articulating the different variables that influence this phenomenon

specific objectives :

· quantify the number of children out of school and know their distribution in the djiboutian territory (regions, communes and school districts).

· outline the profile of children outside of school and relate these profiles to the factors responsible for exclusion. in particular, identify the direct, underlying and structural causes of drop-out and drop-out

· identify the political implications of the results: identify avenues and make recommendations to develop and implement effective policies to combat school exclusion in a multisectoral perspective to ensure that all djiboutian children aged 6 to 16 enjoy their right to quality education.

4. methodology

the djiboutian study on out-of-school children will follow the standard methodology of the oosci study, which includes a quantitative and qualitative component and is broadly defined as follows:

· analysis of existing data across different sources

· identification and calculation of profiles according to the different dimensions of the oosci methodology and the rates of non-enrollment

· identification of bottlenecks

the consultant will use for this purpose the administrative data of the menfop and those resulting from the edam4 survey for the quantitative part of the study, with particular emphasis on school dropout of girls in order to respond very precisely to the request of the ministry of education. has been incorporated into this oosci study.also, surveys will be conducted on selected geographic areas to refine the data. finally, a specific collection of data will be organized especially with refugees to complete the edam4 survey which did not take into consideration this category of population.

with regard to the qualitative aspects, the consultant will propose a participative methodology such as focus group, interviews with key actors in the field of child education, including the children themselves ... this last qualitative aspect will have to respect the geographical representativeness of the territory as well as the socio-economic and cultural characteristics of the regions.

the above description of the methodology is indicative and the international consultant will need to propose a full methodology of the oosci study that will take into account ethical considerations and all applicable protocols and procedures within unicef in relation to the collecting research data involving people. it will use multiple and varied methods to profile children and determine factors of influence.

in the process of the study the consultant will have to ensure beyond oosci methodology training to closely associate in the data analysis the statisticians of the ministry, the dised and the unicef staff to ensure a real transfer of competence in the analysis of educational data.

5. deliverable

at the end of the mission the consultant will have produced:

· a start-up report including the detailed methodology with the justification of the methodological choices and, if necessary, the limit of these, the sampling, the tools of collection and plan of analyzes of the data. this report should also include the different protocols applicable to ethics.

· a training report on the oosci methodology

· a manual for the investigator

· an interim report on oosci

· finalized oosci study report containing all the previously defined indicators with the study follow-up commission including (a summary of the lessons learned and main recommendations, the list of documentary resources used, the list of contacts of the persons met, the set of tools used for this study, the precise planning of the mission, a list of acronyms used in the study report, as well as a glossary of key concepts.

8. place of consultation and working conditions

the consultant will use the menfop workspace, and missions may be scheduled in the regions if necessary. an office will be made available to the directorate general of administration.

9. remuneration

the financial offer will cover the following expenses:

· the fees,

· daily allowances for the stay in djibouti (including living expenses, accommodation, communications, travel in the city and in the field, other reproduction costs). the total amount will depend on the number of actual days on the field.

· return economy class tickets will be included in the consultant's proposal. unicef will ensure that the given fare is reasonable in relation to the journey.

any other costs will be borne by the consultant, including visa and vaccines. the consultant will need to provide proof of medical coverage covering it during the mission.

10. terms of payment

the consultant will be paid for the submission of invoices for the various deliverables, subject to validation by the supervisor of the consultation.
