This assignment covers the review of the existing country strategy and relevant analytical works to update IFC's strategic approach to private sector development; supporting inclusive and sustainable growth in Senegal. The consultant will work closely with the IFC country team and industries and engage with relevant stakeholders; including government officials; private sector representatives; and development partners; to gather insights and perspectives on private sector development; in the context of the current national; regional and global macroeconomic environment and climate change.The specific scope includes but not is limited to: 1. Creating a pool of relevant analytical work on Senegal by the World Bank; the International Monetary Fund (IMF); other development partners and institutions; academics and research agencies in recent years (e.g.; document title; year of publication; author(s); link to the source).2. Preparing succinct summaries of each relevant analytical work; including underscored constraints pertaining to private sector development in Senegal; revealed investment opportunities; the extent to which those opportunities have been explored; and recommended approaches/strategies/policy options to unleash them.3. Conducting consultations with all relevant stakeholders and providing in writing the summary takeaway of each discussion (topics discussed; relevant inputs; views; and suggestion by stakeholders); to enrich the strategy document.4. Drafting the strategy document; building on the format of the existing one.5. Developing for IFC; a comprehensive strategy for private sector development in Senegal; consistent with the country-s goals; outlining key actions and implementation plans.6. Providing a detailed roadmap for implementing the strategy; including timelines; responsible parties; and monitoring mechanisms.7. Presenting the proposed strategy to key stakeholders and incorporating their feedback into the final version.
