Tenders are invited for Three national consultants logisticians to support the optimization of the equipment of the cold chain.
1.Context and justification: Niger has submitted to Gavi a request for support for the Optimization of Equipment of the Cold Chain (CCEOP), this submission takes into account a plan for renewal and staffing of equipment at the operational level in 5 years from 2017 to 2021.With the support of UNICEF, Niger updated the inventory of cold chain equipment in May 2017, which revealed a deficit in geographical coverage, storage capacity and conservation at both the national and international levels. district depots only at the level of the service points which are the Integrated Health Centers and the health huts. The platform will enable the country to improve the supply chain by increasing the coverage of certified refrigerators and contribute to efforts to increase immunization coverage and equity. The Directorate of Immunizations (DI) is responsible for implementing the Expanded Program of Immunization (EPI) according to its five (5) components. To ensure continuity of immunization services, the ID must ensure the supply and quality of vaccines to the last mile of the supply chain. The vaccines are biological products requiring the availability and functionality of the equipment of the cold chain (ECF) to ensure their effectiveness. Niger has therefore adopted a policy of using new technologies, especially solar-powered refrigerators. refrigerated ductless refrigerators and freezers for which it submitted this request for support under the Cold Chain Equipment Optimization Platform (CCEOP) to the Gavi Secretariat in October 2016.At 21 June 2017 Gavi approved the implementation of the platform program for the optimization of cold chain equipment for the years 2017 and 2018. This approval provided for the acquisition in 2017 (year 1) of 64 VLS 400 A refrigerated sheath refrigerators, 51 Vestfrost MF 314 freezers, 308 GVR 50 SDD refrigerators, 115 voltage regulators and 880 30-day temperature recorders. The year 2 (2018) needs include 63 VLS 400 A refrigerators, 133 50 DC (solar) GRV refrigerators, 51 Vestfrost MF 314 freezers, 114 voltage regulators and 526 Fridge - Tag 2.At date, orders for Year 1 equipment are already in place and equipment will be delivered and installed in the second half of 2018. It appears that During this same period, an operational deployment plan for year 2 will be developed, a crucial step to place the order for the second year of the project. In the implementation of this project UNICEF plays an important role in ensuring procurement, from ordering to the installation of such equipment on sites that are district depots and integrated health centers. UNICEF, through its central purchasing provides the services for the purchase of its equipment and has contracted with the two manufacturers (represented in Niger by two service providers) for the implementation of the equipment deployment operational plan submitted by the Immunization Department. For this purpose, the country office is responsible for supporting the implementation of the 2017 operational deployment plan (year1) and the development of a quality deployment plan for the second year (2018)., UNICEF, with the support of Gavi, proposes to recruit three logistician consultants to support the Immunization Directorate in the implementation of the Year 1 operational deployment plan and the development of the plan for the year 2, in the regions of Maradi, Agadez and Diffa.
2.Objective (s) of the consultation: In general, the consultants will support the implementation of the CCEOP year 1 and the preparation of the year 2 Specifically it will be: -Support the development of the plan of deployment Second Year-Support Deployment Tracking; installation and training of the users of the equipment of the cold chain-Monitor the functioning of the equipment of the cold chain installed
3.Specific activities to achieve the objectives:1.Assure the follow-up of the installation of the equipment of the cold chain on the basis of the operational deployment plan of the year 1.2. Regularly update the database of the installation of the equipments of the cold chain on the ground ; Support regions in the collection and transmission of refrigeration deliveries and site installation reports.3. Monitor activities related to the implementation of the CCEOP through the national and regional logistics commissions.4. Monitor the training of equipment users by service providers.5. Regularly review any changes to installation sites that have occurred in accordance with the deviation plan.6.
As additional tasks the consultants will be able to:
· Supervise, monitor vaccine and cold chain management of regions, districts and delivery points.
· Support Regional Immunization Coordinators in the maintenance and sharing of SMT and inventory of vaccines and other inputs of vaccination.
· Support the logistic activities of vaccination campaigns.
· Monthly support the physical inventory of vaccines in the regions and share them with the national logistics commission.
4. Specific results / outputs expected (with schedule and amount of disbursements) 4.1. Expected results - Deliverable 1: Year 2 equipment operational deployment plan of the regions under its scope of action to be submitted to the first month of the contract and monthly reports.-Deliverable 2: An updated inventory of the equipment of the cold chain to submit in the third month and monthly reports-Deliverable 3: A final report and monthly reports
4.2. Implementation Schedule (See TDR)
4.3. Disbursements Payment of Consultant fees will be made in installments:
· 30% after submission of the monthly reports and the operational deployment plan for year 2
· 30% after submission of monthly reports and updated physical inventory
· 40% after submission of the final report and monthly reports
5.Qualifications and / or specialized knowledge and specific experience and key competenciesi) At least a Bachelor's degree (BAC + 3) in Health Logistics, General Logistics, Electrical Engineering, Industrial Refrigeration or similar field. ii) At least 2 years of professional experience in cold chain and chain management. supply of vaccines.iii) Good knowledge of cold chain management of vaccines.iv) Being of Nigerian nationalityv) Previous experience with United Nations programs is an assetvi) Being able to maintain working relationships in a spirit of equipevii) Be able to express ideas and concepts orally and in writing in a clear and concise mannerviii) Have good communication skills, analyst and negotiatorix) Being able to work in a multicultural environmentx) Fluent in French xi) Good knowledge of English is an assetxii) Mastering basic software (Windows, Excel, Word, PowerPoint, messaging and internet browsing).
6. Duration of the consultation The consultants will be under contract for a total duration of 6 months during the period from 1 September 2018 to 31 January 2019
7.Supervision The Consultants will work under the general supervision of the Head of the Health System Strengthening Unit, the direct supervision of the Immunization Specialist, in close collaboration with the CCL Logistics Specialist and the Head of Logistics Division of the Immunizations Directorate as well as Regional Directors of the Ministry of Public Health.The Consultants will be based in the UNICEF Maradi, Agadez and Diffa Zone Offices where they will work under the management of the Chief Zone Office and close collaboration with the Health Specialists of the respective offices. . 8. Fees The costs related to the care and services of the consultant are as follows:
· Fees according to the United Nations grid
· The consultant will have to submit a financial offer in local currency (FCFA)
· The Consultant will not receive any other benefits beyond those stated in the contract.
The payment of the Consultant's fees will be done in installments:
· 30% after submission of the monthly reports and the operational deployment plan for year 2
· 30% after submission of monthly reports and updated physical inventory
· 40% after submission of the final report.
9. Travel The consultants will organize field visits as part of the activities related to their objectives. The vehicle and fuel will be provided by UNICEF for a minimum of 12 days per month to allow for field consultant mobility.
10. Place of assignment The Consultants will be based in the UNICEF Maradi, Agadez and Diffa Zone Offices where they will work under the management of the Chief Zone Office and close collaboration with the Health Specialists of the respective offices. For data collection and on-site monitoring, the Consultants will visit the Regions and Districts within their action areas and will be required to collaborate with the Regional Directors of Public Health and District Medical Officers.
· The consultant to be based in Maradi will cover the regions of Zinder and Maradi.
· The Consultant to be based in Agadez will cover the regions of Tahoua and Agadez.
· The Consultant to be based in Diffa will cover the Diffa region.
After installation of the equipment in the regions of Diffa and Agadez, these two consultants will be called to support the regions of Tillabéry and Dosso.
11.Terms of Work An office space will be made available to consultants with ICT access. Each consultant will have his own quality laptop will allow him to hold logistical data collection tools. To facilitate integration into work UNICEF will organize a first information exchange and orientation session at the Niamey office; it will provide a constant ongoing technical and operational support during the consultation
