Mauritania is a signatory to the United Nations Framework Convention on Climate Change and as such has been active in the negotiations of the Paris Climate Agreement adopted at the Conference of the Parties 21 in Paris in 2015. The country is active in pursuing a decentralization policy promoting greater involvement of sectoral ministries in tackling climate change in sectoral strategies. It is within this framework that the Government of Mauritania has actively promoted, with the support of its development partners (GEF / UNDP), the present project to avoid greenhouse gas (GHG) emissions and contribute both the development and use of internal energy sources in the Mauritanian provinces.

· rationalize electricity prices to reflect its economic cost;

· involve private investors in the management and financing of infrastructure.

The Project fits well with these reforms and intends to contribute to the access of the greatest number to the electric service by the promotion of the mini-networks in rural Mauritania using hybrid technologies. The Project is the only operational entity at the national level to support the promotion of mini-grids in rural Mauritania using hybrid / MINIGRID technologies. One of the pillars of the promotion of hybrid mini-grids is the capacity building of the technical staff of the operators of the field. The MINIGRIDS Project addresses the problem of capacity building through the continuous training approach. It is within the framework of this approach that the MINIGRIDS Project plans to hire the services of an International Expert in Training or Training Engineering in the Renewable Energy Domain:




Duties and Responsibilities

Energy production by renewable sources is developing in the country and for this purpose their operators must meet the technical requirements of after-projects for which they have no or few staff trained in these new areas of expertise. Technicians and Engineers have a key role to play at all stages of Renewable Energy (RE) projects. They will have to intervene at the laboratory, test centers, system assembly, installation, maintenance and maintenance. The success of RE projects will only be possible if each stage is itself successfully carried out thanks to the action of competent technicians. This is likely to ensure installation tasks, maintenance and maintenance systems that will manifest the most important demand of skilled technicians. The satisfaction of this request can only be achieved by strengthening the capacities of the senior staff of the structures involved in the field. It is for this purpose that the MINIGRIDS Project begins its capacity building component by the continuous training of the said staff. This ongoing training will focus on the design, diagnosis and maintenance of automatic control systems and SCADA. Description of the mission:

The envisaged Mission foresees the continuous training of 12 engineers and technicians from the Ministry of Energy, SOMELEC, Rural Electrification Agencies and Public Electricity Service Delegators. This training will take place at the SOMELEC School of Trades and will be provided by a trainer specialized in training or training engineering.

The Mission will proceed according to the following process:

Design and estimation of the cost of automatic control systems and SCADA to be included in an ER laboratory serving as a didactic support for theoretical and practical courses on: the automatic pipes of the Energy Production equipment (power stations) and on the SCADA system;

Development and delivery of theoretical and practical courses on the automatic pipes of Power Generation equipment (power plants) and on the SCADA system. Theoretical and practical courses will deal with issues of design, operation, fault diagnosis, equipment maintenance and handling.

Description of the training modules:

· The training modules are intended for the technical personnel of the operators mentioned above specialized in Mechanical Engineering, Energetics and Electrical Engineering by the Automatic component. The purpose of these courses is to offer a broad overview of the different types of renewable energies (sources and technologies);

· The training consists of a module that will deal with hybrid thermal / ER systems, the synchronization of the different production sources, the control and control panels of the production systems and the SCADA system always passing by the operating principle and some elements of calculations, wiring as well as examples;

· This module will also deal with handling (practical work), fault diagnosis and maintenance of these systems.

· The module must clearly identify the theoretical and practical possibilities offered by the courses taught;

· Formative course evaluations will be presented at the end of this training in the form of Multiple Choice Questions (MCQs).

Conduct of the mission:

The MINIGRIDS Project Coordination, which will coordinate the various phases of the Mission, will ensure that all the information and documents necessary for the success of its mission are made available to the Expert in charge of the mission. The Mission Expert will execute all training modules with all the required professionalism. This training mission will be monitored and validated step by step by a monitoring committee that will be set up. This committee will be co-chaired by the Ministry of Petroleum and Energy and UNDP and comprising representatives of the various stakeholders (MINIGRIDS Project, ARE, SOMELEC, delegates, etc.).

Expected results and deliverables:

The expected and deliverable results are summarized in the following:

· Design and cost estimation of hybrid thermal / ER systems, synchronization of different production sources, control and control panels of production systems and SCADA system to be included in an ER didactic laboratory, are realized and validated;

· The theoretical and practical courses of the training modules are developed and validated;

· Theoretical courses on the different modules are taught and validated and the trained students evaluated on this stage;

· The practical courses are realized and validated and the trained ones evaluated on this stage;

· A summary report on the mission is drafted and validated.

Duration and time of execution

The estimated duration of the training is estimated at 25 working days, not including the timeframes for the approval of the reports and the execution of the ER laboratory. The mission will begin with the design of the automatic control equipment to be inserted in the ER laboratory and then by the supports theoretical and practical courses. The theoretical and practical course exemptions will only take place after the completion of the classroom and ER lab development work.

Required Skills and Experience

Education:

· PhD or PhD in one of the following fields: Electrical Engineering or Automatism.

Experience:

At least 10 years of technical and vocational training in one of the following areas:

· Electrical Engineering or Automatism;

· Experience in installation and assembly of automated systems and SCADA;

· Experience in continuing education of vocational education.

Linguistic knowledge:

· Very good oral and written knowledge of French;

· Good understanding of English and Arabic is an asset.

IT:

· Good knowledge of IT tools (Word, Excel, PowerPoint, Email under Microsoft environment)

A technical proposal including:

· A letter of motivation addressed to the UNDP-Mauritania Resident Representative; explaining why he thinks he is the best candidate;
