I. Background and rationale
Since 2017, the Comoros have been implementing a plan to extend the cold chain of the Expanded Program on Immunization (EPI), which aims to increase the availability of quality vaccination services by bringing them closer to target populations.
One of the major choices of this plan is the transition to SDD-type solar refrigerators for intermediate storage points and service delivery points. In this context, eight (08) equipments were acquired and installed throughout the territory by contracting with a local group with the support of the logistics section of the National Coordination of the EPI. However, the monitoring shows the occurrence of recurring breakdowns on this equipment.
The country has just acquired 20 additional equipment that must be installed. The Program has therefore agreed, with the support of UNICEF, to recruit a specialist cold chain consultant for this facility, who will be responsible for installing the new equipment with the local actors, transferring the practical skills related to the installation. and the maintenance of such equipment, to support the updating of the national plan for the rehabilitation, extension and maintenance of the cold chain and to propose standard operating procedures for installation and maintenance.

Provide technical support for the installation and maintenance of solar cold chain equipment in the Union of the Comoros.
Specific objectives
§ Supervise the national logistician as well as regional logisticians who will have previously received formal training in the installation and maintenance of cold chain equipment as well as the relevant EPV focal points for the installation and commissioning of the 20 existing cold chain equipment solar.
§ Ensure the transfer of necessary skills to local actors for subsequent quality installations and preventive maintenance of equipment
§ Update with the support of the logisticians and the team of the National coordination of the EPI a plan of rehabilitation, extension and maintenance of the equipment of the chain of cold
§ Develop, in collaboration with the relevant stakeholders, standard operating procedures (SOPs) for the installation and preventive and curative maintenance of cold chain management equipment
§ Evaluate on behalf of the National EPI Coordination, local service providers who can provide curative maintenance services for equipment and make motivated recommendations
§ Elaborate the final report of the mission
§ Debrief the mission to national immunization partners

§ An installation report of the 20 solar refrigerators and briefing of the agents in charge of their management, indicating the transfer of skills to the national logistician and regional logisticians is available
§ An updated version of the rehabilitation, extension and maintenance plan for the cold chain is available

V. Qualifications and skills required
1. University degree in one of the following fields: health logistics, vaccine logistics, cold chain management, electromechanics, solar energy or any related and relevant field;
2. Five (05) to Eight (08) years of professional experience in health logistics management including vaccine logistics and / or management / maintenance of cold chain equipment
3. Previous successful experiences of similar equipment installations of solar cold chain
4. Proven experience in drafting standards and standards documents
5. Proven experience in supporting health / immunization programs;
6. Verifiable experience in building the capacity of health actors (certification or diploma training, design of training modules, workshop facilitation, etc.â € |)
7. Excellent writing skills and good command of French;
8. In-depth knowledge of computers, and commonly used software
9. Good interpersonal skills
10. Skills in the field of gender equality

VI. Working conditions
The contract will be of the SSA type which is governed by certain conditions according to the rules and procedures of UNICEF. The consultant can only start work if the contract is signed by both parties (UNICEF and the provider). For contracts with international providers no travel is allowed before the signature of the contract and the travel authorization.
For Unicef, the Supervisor, with support from the technicians associated with the management of the consultation, will organize a first briefing session at the Bureau and preliminary meetings with national partners, provide all reference documents and tools ; provide ongoing technical support; organize transport for field missions; evaluate and approve the final deliverables submitted.

Will be declared technically valid and selected for the next phase of the evaluation, technical offers having received a mark of at least 60 points / 100 in the technical evaluation.
Financial Selection
The only financial offers will be open to applicants who have obtained at least 60 points / 100 in the technical evaluation. Each financial offer will receive a score of 100. A financial offer of the lowest bid will be awarded a score of 100 points. The respective financial ratings of the other bidders will be calculated as follows:
