Family Support Unit (FSU) is a specialized unit of the Sierra Leone Police force established in 2007. This unit has a broadened mandate to investigate SGBV cases and all offences/violence against children after the enactment of three (3) Gender Acts (Registration of Customary Marriage and Divorce, Domestic Violence and the Devolution of Estate Acts, 2007); and the Sexual Offences Act, 2012.

UNICEF has been a critical partner of FSU since its inception and has supported the function as follows:

· §Development and implementation of policies, standards and procedures on SGBV, assault and other crimes against children

· § Development of capacity building manuals and training of FSU personnel on diverse themes, including child justice, gender based violence, age assessment to name a few.

· § Provision of logistics and supplies including vehicles, motor bikes, computer supplies and stationery to enhance the execution of their work

· § Provision of fuel for vehicles and communication

· § Public education, awareness raising and outreach on GBV, offenses and penalties, role of FSU including development and printing of IEC materials

Additionally, in 2017 UNICEF commenced strengthening of FSU Information Management System in collaboration with IRC and other partners. To this end, data collection tools were developed and shared with FSU. FSU personnel were trained on data collection, and computers and printers were procured and supplied to the national and regional FSU offices. This resulted in the production of gender disaggregated children’s crime data in 2017; from a total of over 12, 000 cases, children comprised 47 percent (5, 614) of the cases. While the disaggregation of data is a key milestone, FSU data personnel continue to face capacity and technical inadequacies that limits the full functioning of the unit’s Crimes Information Management System. These challenges include:

1. Limited Capacity and Competence - There is limited knowledge and skills set of FSU data personnel to analyze and generate reports using available data. Thus there is the need to seek external personnel with the required knowledge and competence to build the capacity of staff and to analyze and generate reports from available data.

2. FSU personnel at field level continue to incorrectly fill data fields in the data collection tools (Victim, Case Investigation, Suspect and court ledgers) due to limited understanding of the fields. This situation contributes to the collection of inaccurate data. As such, there is need to review the data collection tools and the excel database to ensure congruence, build FSU data team capacity through training; monitor the use of data collection as well as coach and mentor all data personnel to enhance accurate data collection, analysis and reporting

How can you make difference?

To support the strengthening of Family Support Unit (FSU) Crimes Information Management System by October 2018.

Objectives:

1. Review Family Support Unit Crimes Information Management System (database and tools) including data personnel to identify challenges/gaps and address them

2. Analyze FSU 2017 and 2018 semi-annual data on children in contact with the law

3. Support FSU to generate reports from 2017 and two (2) quarters of 2018 crimes data on children in contact with the law.

4. Train, coach and mentor FSU crimes data personnel on data analysis and generation of diverse reports

5. Collaborate with Ministry of Social Welfare, Gender and Children’s Affairs (MSWGCA) and UNICEF systems strengthening Programme Officer to link FSU crimes data to PRIMERO and the national case management system

Expected Results:

1. FSU crimes information management system fully functional

2. FSU personnel trained and mentored on the need for credible data and how to collect, analyze and report on data

3. Annual and semi-annual reports produced from FSU 2017 and 2018 (January to June) crimes data

4. FSU Data Officers able to collect, compile, analyze and generate semi-annual and annual reports from crimes data

5. FSU crimes data on children fully linked/ integrated to PRIMERO

To qualify as an advocate for every child you will have…

B.A; B.Sc./ M.A, M.Sc holder with at least 3 years’ experience in excel databases, statistical data tools development and review, data collection methods, analysis and reporting.

Consultant must have knowledge and experience as follows:

· § Proven capacity on excel database and tools development and/or review

· § Proven experience in statistical data collection, compilation, analysis and reporting (Narrative, graphical, tables charts, trends etc.)

· § Proven experience of conducting trainings of MDA staff

· § Ability to working with Government Ministries Departments and agencies (MDAs) in developing and/or strengthening information Management Systems

· § Proven experience in integration of databases and data protection

· § Strong oral and written English communication skills

· § Strong reporting writing Skills

· Strong capacity in collaborating and facilitating meetings with various stakeholders with different levels of knowledge and experiences

Conditions of work

The duty station is Freetown and the consultant will not be expected to travel to the field. UNICEF will provide office space and internet facility. The consultant needs to provide their own laptop and other necessary equipment. UNICEF will also bear all the cost involved around transportation to and from meetings
