Context
The Government of the Union of the Comoros has received a grant from the African Development Bank Group on the resources of the Transition Support Facility (FAT) to cover the cost of the Technical Assistance Project for the Elaboration of the Master Plan of Production, Transport, Distribution of Electric Energy and Renewable Energy Development, and intends to use part of the sums granted under this grant to finance the consultancy contract (firm) for support to the energy sector for studies and reform.
This Technical Assistance aims at contributing to the creation of the conditions of an efficient management of the energy sector, by endowing the country with an investment planning tool, through the realization of the following components:
(i) The development of a master plan for the production, transmission, distribution of electricity and the development of renewable energies;
(ii) Support to the energy sector for studies and reforms
Mission Engineer Consulting
The services of the consulting firm are aimed at ensuring the smooth running of the services below, in the respect of quality and deadlines. The consultant will be responsible for:
(a) Development of legal framework and technical assistance for energy sector reforms taking into account the development of geothermal energy.
(b) Formulation of a geothermal development policy.
(c) Establishment of a framework for the acquisition of Independent Power Producers for renewable energy resources.
(d) Studies and installation of solar power plants for public lighting and administrative buildings
(e) Energy efficiency: awareness raising actions on energy management
(f) Restructuring and automation studies of power grids (SCADA system implementation).
(g) Strengthening the capacity of the electricity sector.
The Ministry of Energy, Agriculture, Fisheries and the Environment, through the Technical Assistance Project for the Development of the Master Plan of Production, Transport, Distribution of Electric Power and of Renewable Energies Development, invites the consultants to apply for the services described above.Interested consultants must produce information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, experience in the supervision of work of the same nature, experience in the management of project and any other information). Consultants can partner to increase their chances of qualification.
