Expression of Interest are invited for Consultant Services for the Mid-Term Evaluation of the Project

General objective
Contribute to the balanced and sustainable development of the territories affected by the displacement of populations resulting from the Central African conflict, in the Central African Republic and in Cameroon.
Specific objective • OS1. Strengthen the capacities of local authorities for the establishment of governance mechanisms and inclusive dialogue allowing concerted development planning and response to the needs of the populations. (Civic cohesion).
• OS2. Contribute to strengthening community mechanisms for resource management, mediation and access to basic services. (Social cohesion).
• OS3. Improve the livelihoods and income of populations through value chains / activity systems in agro-pastoral chains that allow young people, women and vulnerable people to access profitable and sustainable economic activities and the establishment of appropriate financial services. Main activities Strengthening local governance
In order to put administration back at the heart of territorial development policies, the project supports the definition of local economic and social development strategies and strengthens local and cross-border dialogue bodies so that this planning is concerted and inclusive . 8 communes of Mambéré-Kadeï and Kadey will receive support in terms of training and equipment to strengthen the delivery of basic services, in particular civil status.
Consolidate the social bond
In Cameroon and CAR, population movements have deeply upset the territorial balance. The project seeks to prevent conflicts, by supporting the concerted management of spaces and natural resources (wood, water) as well as the peaceful resolution of disputes, through existing community mechanisms. Agropastoral works are carried out according to the needs identified jointly by the breeders and farmers within the framework of the implementation of local agreements for the management of spaces.
In addition, it is carried out on a daily basis, in partnership with the Cameroonian and Central African Red Cross, communication activities for behavior change on health / nutrition, gender and the promotion of peace. At community level, work is being done on the agricultural and financial aspects. Farmer Field Schools (CEP) are set up to share farmer-to-farmer experience and disseminate improved and innovative agricultural practices, such as productive sanitation. Village savings and credit associations (VSLAs) have also been developed to encourage small investments and support communities in responding to daily hazards.
