Madagascar has adopted the bi-annual "Mother and Child Health Week" (MSME) campaign since 2006 as a means of providing essential health and nutrition services to a large number of children and adolescents. women. Also, significant delays in reporting data from the regions, central compilation and validation limit the decision-making and improvement adjustments of the following SSME campaigns.
In addition, formative research is underway to document the process necessary to facilitate the integration of SSME into routine health system services. The monitoring and evaluation plan needed to ensure proper documentation and integration of information into the health information system for this new routine service also deserves documentation to identify the steps necessary for scaling up.
Thus, there is a need for an analysis of the situation on all monitoring and evaluation activities (management tools, micro-planning, monitoring, supervision and evaluation) of the SSME and the transition to the health service. routine to identify bottlenecks and factors facilitating access to these activities. 1. General objective:
Improve the monitoring and evaluation system of SSMEs in campaign and routine mode in order to have quality data in time.

2. Specific Tasks to be Performed:
• Review the existing monitoring and evaluation system under SSME in campaign mode: Analyze bottlenecks and suggest areas for improvement.
• Study the possibility of integrating RapidPro to improve data flow and rapid compilation.
• Develop a revised M & E practical guide with the improvements validated by the Ministry of Health.

As part of the transition to routine:
• Review the existing data collection system, and propose a monitoring and evaluation plan for the transition from SSME to routine mode.
• Propose a strategy for integration with the health information system and scaling up.

3. Expected results and deliverables:

It is expected that the consultant will accompany / guide the Ministry of Health, mainly the technical working group on monitoring and evaluation of the SSME organizing committee, in the planning, implementation, analysis, reporting and reporting. identification of recommendations from this situation analysis.

Deliverables - Indicative Timeframes and Distribution of Fees
1. A review report of the existing monitoring and evaluation system for SSME.

2. A report of proposals for improvement of the existing monitoring and evaluation system for the SSME including the gender aspect and which will make it possible to have the global quality results validated one month after the realization of the campaign.

o The collection and supervision process, the data reporting and validation circuit.

3. A brief report on the feasibility of using RapidPro to improve data availability on time and compile results into SSME (Campaign).

o Consideration of the current DHIS2 transition plan at the Ministry of Health (Month 3 15%)
4. A practical guide of the monitoring and evaluation system of the SSME prepared in Malagasy and French which integrates all the proposals validated by the MINSAN (Month 4 15%)
5. A plan for monitoring and evaluation of the distribution of vitamin A and deworming in routine mode :
This plan should include:
o Review of the existing data collection system
o Collection records and registers

4. Supervision and working conditions
The Consultant will work under the supervision of the Monitoring Specialist of the Nutrition Section of UNICEF Madagascar, in collaboration with the Head of Section who will support the supervision of the delivery.

The consultant will be based at the UNICEF office in Antananarivo with trips of several days for tasks and meetings with partners. He / she will have to provide their own computer / laptop. UNICEF will provide travel expenses for field missions and transportation to meet the partners required to carry out the tasks provided for in this mandate, but the consultant will be responsible for all other travel / travel.

5. Period and duration of the consultation:

To qualify as a defender for each child, you will need:

• Have experience collecting, processing and analyzing qualitative and quantitative data;
