Background and Justification

UNICEF Burundi will start a new Country Programme of Cooperation in 2019 and needs to develop a new fundraising strategy and related tools to mobilise a planned amount of US$ 76 million to implement it. To ensure this, the office needs to proactively approach donors to ensure funding is available to start the new programme. The office is therefore looking for a consultant to support the resource mobilisation efforts of the new country programme.

Scope of Work

1. Goal and Objective:

Under the supervision of Chief of Planning and Monitoring and in close collaboration with the Deputy Representative the consultant will support ensure the drafting of the CPD donor briefing kit and support the preparation of the donor fundraising round table. In addition the consultant will support quality assurance proposals and fundraising concept notes including for the EU.

2. Provide details/reference to AWP areas covered:

The consultant will support the work of the Planning and Monitoring section by supporting the fundraising activities of the office.

3. Activities and Tasks:

· In consultation with section chiefs and based on the draft Country Programme the consultant will draft the donor briefing kit for the new CPD.

· Conduct research on funding opportunities and support colleagues in the conceptualisation of proposals

· Support the development of the health proposal for the European Union

· Assure quality of donor proposals and other fundraising materials

· Support the logistical and content prepare of the donor fundraising round tables

· Maintain the fundraising pipeline and provide inputs for the fundraising taskforce (PPTs and other data as requests)

· Support the finalisation of tools to implement the 2019-2023 Fundraising Strategy

Payment Schedule

Payments will be made upon on a monthly basis upon satisfactory completion of the above deliverables.

QUALIFICATIONS/ REQUIREMENTS

· Education: Advanced university degree in social sciences, international development or related field

· Minimum of 5 years of relevant work experience and evidence of prior work in reporting, editing, drafting of documents.

· Experience with proposal writing is required

· Excellent analytical skills

· Excellent proven writing skills in English and French

· Experience with UNICEF or other UN Agencies and the European Union will be an asset.

Administrative issues

The consultant is expected to propose a schedule for completing the tasks outlined above.

Conditions

The office will provide work space for the consultant. The consultant is expected to work with his/her own computer equipment

The consultant is expected to submit a financial proposal including all costs related to this consultancy (consultancy fee and travel).

Payment will be made against the above stated deliverables based on the outlined payment schedule.

The candidate selected will be governed by and subject to UNICEFs General Terms and Conditions for individual contracts.

Risks

Delay in the receiving the VISA

Delays in inputs provided by sections that will results in delays in the work conducted by the consultant.
