Context / BackgroundThe United Nations Development Programme (UNDP) in Rwanda has developed its Country Programme Document (CPD), which was approved by the Executive Board in January 2025. The CPD is fully aligned with Rwanda's National Strategy for Transformation (NST2) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). To implement the Country Programme, UNDP Rwanda is adopting a portfolio-based approach to programming. This approach aims to ensure more coherent, agile, and integrated interventions that enhance the impact and effectiveness of UNDP's support for sustainable development. It emphasizes the use of digital tools, real-time data, and cross-sector coordination to link national policy ambitions with scalable, community-level action. A single integrated portfolio is being developed to consolidate UNDP's work across the two main CPD pillars: (1) Transformational Governance and (2) Environment and Economic Transformation.
