Background and rationale for the study- The project: "Trust Fund: Employment, Resilience and Social Cohesion in the Sahel Strip and the Lake Chad Zone", funded by the European Union for a four (4) year period in Chad, aims to maintain social stability and economic in the Sahelian belt and in the Lake Chad zone by strengthening sustainable local development and increasing economic opportunities. The intervention proposed by the consortium will be based on a structural approach aimed at:

1. Improve equitable access of young people, women and people at risk of migratory vulnerability to economic opportunities.

2. Improve the nutritional security of vulnerable communities

3. Strengthen the governance of local development structures and the social cohesion of communities

Equity is an underlying principle in building resilience, with a particular focus on the gender dimension.

Discriminatory social norms by gender (related to access to land and other resources, access to decision-making bodies, for example) and other barriers to the development of the capacities of women, men, girls and boys, such as violence against women and girls, for example, are serious obstacles to the resilient development of communities. To support the implementation of this project, Oxfam and its partners have planned to put in place a gender and resilience study to gain a better understanding of the degree (progress and barriers) of women's participation at the grassroots level. the transformative leadership of women's rights in order to better establish the strategic vision of the project which would enable women, at both community and national levels, to gain individual and collective power to enable them to be resilient in order to cope with shocks and crises while benefiting from an enabling environment that promotes and supports women's participation and leadership.

Women's economic empowerment is fundamental to building the capacity of women, their homes and their communities to lift themselves out of poverty in a sustainable way and build resilience. It is essential that they be able to participate in the decision-making and development of their community; reduce and share critical care responsibilities; and access resources and support from local actions and networks for the expected change - coping with crises and shocks

The overall goal of this Gender and Resilience Study in Kanem and Lake, BeG is to identify the root causes of the exclusion / marginalization of women, girls, in accessing and using productive resources and decision-making at the household, community and community levels (participation in PDL development, community meetings for local development, VSLA members, management committees, etc.) to adapt intervention strategies while integrating the findings and recommendations of the study, improve programmatic quality and learn from building resilience.

1. Understand gender relations within the household (decision-making, access and control of resources in the 3 regions;

2. Rethink and improve the project's strategies and actions by integrating the gender dimension in order to achieve the expected results of Gender Justice and Resilient Development;

3. Understand the decision-making process in the household taking into account gender in the three regions. ;

4. Understand the decision-making process within households and communities related to access, control of productive resources and the system of inheritance or inheritance of productive bases

5. Feed the indicators and monitor changes in the gender justice of the project;

6. Make recommendations to build the project's influence agenda, from Consortium Organizations to Gender Justice.

Profile and skills required of the consultant

· The consultant who will provide this service must have:

· The required expertise in gender analysis related to strengthening Resilience and in research and analysis of resilient development policies;

· Justify a good academic level with at least a relevant higher degree in the following areas of expertise such as social sciences, environment, agroeconomy, law, rural economy, or any other relevant field;

· Have a good capacity for analysis and synthesis;

· Have a minimum of 5 years experience in research and monitoring-study of Gender and Resilience Projects;

· Having once been involved in a process of developing and / or implementing strategic documents on resilience at the Chad or international level;
