Context

The Nouabalé-Ndoki National Park team (PNNN) has been working since 2014 to improve the local governance of natural resources, using an evaluation tool (the Natural Resources Governance Tool (NRGT)) that identifies the strengths and weaknesses of local governance groups. Local associations involved in the governance of natural resources around the PNNN were evaluated using the NRGT and action plans were developed to improve the governance of these groups. An expert opinion is now needed to improve these action plans, upgrade the team and help find practical solutions adapted to the difficulties of the local socio-economic context.

The generalities on good governance are already well established but do not allow us to face certain concrete challenges encountered on the ground. We are now looking for practical and concrete tools that can be directly applied and reused in similar contexts. The PNNN example should improve local governance of natural resources at the program level by putting a standard model in place.

Goal

Update the strategy on the local governance of natural resources around the Nouabalé-Ndoki National Park (PNNN) and propose practical tools to implement in the short, medium and long term.

Required profile:

The consultant should have proven experience in the principles of good governance and support to local communities in developing countries. Ideally the consultant will have field experience and governance project implementation in Africa and the Congo Basin. Good communication, adaptation and pedagogical skills are needed.
Relationships
The consultant will report to the PNNN Director and the Community Development Manager. The consultant will work in partnership with the PNNN director, the WCS Congo program coordinator, the park community development manager and his deputy as well as the WCS national socio-economic adviser.
