Introduction

Mali, like the Sahelian countries, is experiencing an early agropastoral weld which, according to the harmonized framework, would have an impact on household food security and the nutritional situation of the most vulnerable groups, particularly children under 5 years of age. The 2018 SMART Survey is funded by United Nations technical and financial partners. The National Directorate of Health through its Nutrition Division (DN) provides leadership with INSTAT who is the technical leader for its implementation in the field. The other particularity of this year is that for the first time the government has not benefited from the services of an international consultant. To ensure the quality required for the drafting of the report, UNICEF Mali seeks the services of an international consultant.

Malnutrition is a major cause of morbidity and mortality among children under five in Mali.

In order to assess the nutritional status of children under five and to analyze intra- and interannual trends and to better target nutrition interventions, the Ministry of Health and Public Hygiene of Mali, through its National Directorate of Health (DNS) / Division of Nutrition (DN) and the National Institute of Stats (INSTAT) with the collaboration of technical and financial partners including UNICEF, carry out annually since 2011 national nutritional surveys with regional stratification according to the SMART methodology.

The collected data thus help to monitor the nutritional situation and make it possible to better guide nutritional interventions and programming, especially by prioritizing high-risk areas.

Goal

Write the final report of the nutritional survey according to the SMART methodology.

· Organize an IPC Acute Malnutrition Analysis Workshop with partners to categorize the current situation. Projected and determine the phase of the nutritional situation at the regional level (see health circles / districts) according to the available data.

Scope of Work

The Consultant will work under the supervision of the Chief of the Nutrition Section of UNICEF and:

· For the SMART report: in close collaboration with INSTAT, the focal point of the survey at UNICEF (Monitoring Officer Evaluation of Nutrition Activities), the SMART Technical Committee and other partners involved in the survey (government, NGOs and / or international agencies).

FINAL REPORT OF THE SMART SURVEY

· Ensure the writing of the final report. The report should include the following points:

WORKSHOP IPC MALNUTRITION ACUTE

· Ensure an IPC Acute Malnutrition Workshop (IPC AMN):

· · Centralization of data and indicators required to conduct IPC NMA analysis (Nutrition, Food Security, WASH, Health, etc.) for the required level of analysis (region, circle or health district?) In close collaboration with Cluster members Nutrition (and possibly Cluster Health, Food Security and WASH)

· The final report validated by the SMART Committee is available at the end of the consultancy.

WORKSHOP IPC MALNUTRITION ACUTE

· Prepare for the IPC AMN Analysis Workshop (data gathering, pre-analysis, convocation of participants and preliminary information sharing)

· Facilitate the IPC AMN workshop with the support of a regional team (UNICEF, WFP, etc.) and possibly IPC GSU.

· Produce the IPC AMN MALI 2018 communication sheet with support from UNICEF WCARO and IPC GSU and the Nutrition Cluster.

Terms of Payment:

The consultant will make a "ALL FEES Inclusive" compensation offer (which includes his fees, and all other expenses related to the consultancy).

Payment condition:

· 30% at the signature,

· 40% after submission of SMART final report

· 30% after submission of IPC AMN MALI 2018 communication form.

All documents related to the preparation of the survey report should be provided to UNICEF, INSTAT, the SMART Technical Committee and the Regional Office. Expected background and Experience

Qualifications :

Advanced university education in public health, nutrition, statistics, demography, social sciences or any other equivalent field;

· Work Experience:

5 years of significant experience in conducting surveys using the SMART methodology;

· 5 years demonstrated writing skills (study, evaluation and / or survey reports);

· 5 years experience in handling statistical analysis software (EPI-Info, SPSS, SAS, STATA or others);

· Awareness of the problem of malnutrition from the point of view of nutrition / public health.

Language skills required:

Speak fluently and write in French. English would be an asset.
