The GIZ-coordinated and EU and BMZ-funded regional Better Migration Management Programme (BMM) aims to improve migration management in the Horn of Africa region and to address human trafficking and the smuggling of migrants within and from the Horn of Africa. The programme works through a consortium of International and European Organisations (British Council, CIVIPOL, Expertise France, IOM, Italian Department of Public Safety and the United Nations Office on Drugs and Crime [UNODC]).

In Somalia, BMM’s objective is to strengthen government structures in pursuing a whole of government approach to migration and border governance with the aim to effectively address trafficking in persons and smuggling of migrants. Therefore, implementing partners support the strengthening of capacities of all institutions and agencies responsible for migration and border management and improvement of the identification, assistance, and protection of victims of trafficking (VoT) and vulnerable migrants, especially women and children.

In pursuit of this, GIZ is working closely with the Office of the Special Envoy (OSE) – established on 20th August 2015 by the Prime Minister of the Federal Government of Somalia to coordinate an all-inclusive migration management mechanism to tackle challenges faced by migrants. The mandate of the OSE entails; advocacy on the rights of migrants, providing advisory to FGS on international issues on migration, representation of Somali Government at migration meetings, policy development in coordination with line ministries, coordination of the three High Level inter-ministerial Task Forces on migration management, trafficking and smuggling, and on return and readmission and liaise with regional and international migration agencies.

In its bid to assist the OSE to effectively deliver on its mandate to the people and the Federal Government of Somalia, GIZ seeks the services of a consultant to develop a strategic plan for the Office of the Special Envoy.

Aim of the assignment

The overall aim of this consultancy is to support the OSE in developing a five-year strategic plan to ensure that OSE fulfils its mandate.

More specifically, the Individual(s)/Firm(s) will carry out the following services:

Consultation and coaching to define the mandate and vision of the OSE for the next 5 years and to identify critical success factors, actions and indicators that will be prioritised within the defined timeframe to fulfil the agreed mandate.
Support the strategic planning process with the OSE’s staff and governmental partners.
Consultation and coaching on monitoring and measuring success against proposed indicators.
Deliverables:

Detailed Work plan for the assignment
Programme for every workshop
Facilitation of the workshops
Short report on each workshop
Overview of mission, vision, goals, actions and indicators of the OSE.
Draft strategic plan
Finalised strategic plan after incorporation of comments from the partner as well as the validation workshop.
Planning, facilitation and coaching on how to present and engage stakeholders in the strategy. Interested Individuals/Firms must provide verifiable proof of qualifications and experience on performing services of similar assignments of highly recognized standards. The Individual/Firm is requested to provide the following:
Qualification and specific/ regional experiences of lead expert(s), supervisor(s)
Staff and backstopping conception.
Concept of the methodology for the training and detailed curriculum for the assignment in Mogadishu, Somalia.
