Tenders are invited for Consultant on Context and Policy Analysis for Women in Enterprise Advocacy Strategy & Action.

PURPOSE
The aim of the consultancy is carry out a comprehensive policy, context and actors analysis in SIERRA LEONE at national and subnational levels in order to inform the design of a national and global advocacy strategy for the Women in Enterprise (WiE) Programme (see annex for programme document), with an emphasis on advocacy for the purpose of women entrepreneurs’ development. The Women in Enterprise Programme is implemented by CARE in partnership with H&M Foundation. The ideal service provider for this consultancy will carry out the analysis as well as co-facilitate a workshop to develop the advocacy strategy and action plan, drawing (ensuring consistency with) on existing/ related strategies in the Country Office and building on related research and analyses.

The overall objective of the advocacy component of the Women in Enterprise strategy is to achieve transformative change on structural levels for women to control their means of generating income and equally participate in society decision –making (EM). These studies will focus on the countries where the WiE programme is implemented: Guatemala, Peru, Sri Lanka, Ivory Coast, Sierra Leone, Yemen and Jordan.

Within the framework of the WiE programme, this policy analysis will be an input for activities planned in both the evidence and research (component 2) and mobilization of resources and stakeholders worldwide (component 4). For CARE Sierra Leone, the results of this consultancy will strengthen the national advocacy plan.

SUGGESTED APPROACH for Analysis
The analysis should involve the following key activities:

1. Setting the scene by giving broad contextual information on:

a. Demographics and statistics on topics such as: economic, employment rates, statistics on women’s health, employment (e.g. gender pay gaps, sectors), marriage and birth rates, and education, as well as gender based violence against women and girls.

b. Relevant socio-cultural factors that influence gender (in)equality such as: beliefs, religious affiliations, relevant historical facts, etc., legal framework of the country for women; policies and program specific for women

1. Conduct an analysis of the enabling environment for women entrepreneurs and its current status by focusing on conditions and sub conditions that have been identified in a previous phase of the programme. Consider taking into account entities that are involved in women economic empowerment, as well as policies and activities carried out with a historical timeframe of 10 years.

2. Legal, policy and administrative frameworks

a. Labour laws and regulations

b. Business registration and licensing regulations and procedures

c. Women Enterprise Development (WED) as a national policy priority

d. Presence of a government focal point for the promotion and coordination of WED and support actions

e. Access to social services for women (related to Healthcare, Childcare, disability and unemployment support, etc.)

· Conditions and accessibility of adequate financial products and services, both formal (Banks, MFIs etc.) and informal (VSLAs, etc.)

a. Women entrepreneurs’ participation in generic financing programmes

b. Financing programmes specifically targeted to women-owned enterprises

· Market conditions (including public procurement and responsible business practices)

a. Export promotion for women entrepreneurs

b. Government procurement programmes that actively target women’s enterprises

c. Supply chains and linkages that integrate women-owned enterprises

d. Business Development Services (BDS)

1) Women’s access to mainstream BDS

2) Mainstream BDS that respond to the needs of women entrepreneurs

b. What specific initiatives have already been undertaken focused on women’s economic empowerment (by e.g. NGO’s, CSO’s).

1. Carry out a comprehensive mapping of key actors and platforms in the financial inclusion for women entrepreneurs and gender sectors who are the decision makers and determine their priorities, roles, level of influence and entry points for influencing them, including:

· Governments: relevant ministries and other government bodies eg: Ministry of Social Welfare Gender and Children Affairs, Ministry of Finance and Economic Development, Ministry of Trade Industry etc.

· Regulators: e.g. Central Bank, superintendent

· Financial service providers: Banks, MFIs, VSLA Association, Call to Business, telecommunication companies, etc.

· Regional Bodies: development banks, regional networks, etc.

· Platforms (open and closed): parliamentary groups, networks, etc.

· Faith leaders

· Donors

· Women’s groups

1. Identify challenges and barriers

a. Summarize the main issues regarding women entrepreneurs’ development.

b. Provide recommendations on the issues, regarding the challenges and barriers for women entrepreneurs to become empowered and economically developed[1], that you find in general. Please reflect on all conditions for women entrepreneurs’ development, and provide a specific focus on financial inclusion.

1. Provide recommendations for action in favour of women entrepreneurs’ development and specify the role of CARE in cooperating with the stakeholders involved.

[1] Women’s economic empowerment is defined as the process by which women increase their right to economic resources and power to make decisions that benefit themselves, their families and their communities. This requires equal access to and control over economic resources, assets and opportunities as well as long-term changes in social norms and economic structures that benefit women and men equally. Women’s empowerment is defined as “the combined effect of changes in a woman’s own knowledge, skills, and abilities (agency) as well as in relationships through which she negotiates her path (relations) and the societal norms, customs, institutions, and policies that shape per choices and life (structures)” (CARE, 2012).

TIMESCALES AND DEADLINES FOR THE PROJECT
The policy analysis should start no later than 25 May and be completed no later than 30 Jun 2018.

MANAGEMENT AND UTILIZATION OF THE REPORT
The consultant will report to MUHAMED BIZIMANA from CARE MANO RIVER in Sierra Leone.

QUALIFICATION AND EXPERIENCE
A minimum of Master’s degree in Social Sciences.

Experience: Must have at least five years of experience in research and policy analysis for women in Enterprise Advocacy Strategy and Action.
