Tenders are invited for Consultant: Construction Implementation Plan during the Start-up Period
Scope of Work
The Construction Implementation Plan is to be developed in collaboration with the project. The first draft
will be due June 19 and the final deliverable will be due June 26, 2023. Given this rapid timeline for
delivery, the Construction Implementation Plan will focus on describing an all-encompassing approach to
construction activities as listed above. The types of construction are anticipated to include, but are not
limited to:
• Refurbishment of health facilities, including laboratories, offices, and public spaces
• Improving existing spaces to make health facilities more functional for staff, safer, and more
appropriate for a diverse cohort of clients (ex. painting an adolescent-friendly corner).
The Construction Implementation Plan must be developed to ensure that all construction activities are
conducted in an organized and appropriate way in accordance with the plan. The construction must be
undertaken with engineering and construction components using a design-bid-build delivery method
where architect and engineering (A&E) services and construction works are performed under two
separate but complementary contracts. The contractor that undertakes the A&E services (design and
construction bidding support) must provide quality assurance and construction oversight services in the
construction phase. A&E contracts are to be selected based on demonstrated competence and
qualifications. To ensure construction activities are performed appropriately, the A&E firm must be
bonded and licensed to operate in Zambia. The cost of any design must not exceed 6% of the cost of the
associated construction.
Monitoring visits during construction activity will be critical for overseeing work and progress on
construction projects. A schedule of announced and unannounced visits will be maintained to verify that
construction work is being carried out at an appropriate level of quality that is stipulated in the activity.
The construction site will be visited at various critical steps in the construction process, such as borehole
drilling, equipping, civil works or tank stand and water network construction to certify the quality of the
work and that specific benchmarks have been attained.
