BACKGROUND

The WHO African Region has made substantial progress in the implementation of the polio eradication activities in recent years. However in 2016, two outbreaks of circulating vaccine-derived poliovirus type 2 (cVDPV2) and wild poliovirus (WPV) with 4 cases were confirmed in the security-challenged areas of Borno State in Nigeria. Based on historical experience, there is a risk that the virus may spread to other countries. There is, therefore, urgent need to AFP strengthen surveillance in all countries.

The use of technological innovations is a supplementary strategy for strengthening AFP surveillance and is proving to be effective in the seven countries where the project is functioning as at 2017. The Auto-Visual AFP Detection and Reporting (AVADAR) innovation funded by the Bill and Melinda Gates Foundation consist of improving the detection and investigation of AFP cases through community involvement using electronic software. Additionally, implementation of the above project will strengthen the use of GIS technologies to map in real-time areas where active surveillance and field supervision are conducted through eSurv and Integrated Supportive Supervision (ISS).

South Sudan has made much progress in polio eradication with the last WPV case reported in 2009, as the national authorities intensifies efforts to sustain a polio-freestatus, a robust AFP surveillance system is crucial to detect and investigate all AFP cases early.

It is planned that the Auto-Visual AFP Detection and Reporting (AVADAR) will be done in 2 states (Jubek and Warrap) and 3 counties.

DESCRIPTION OF DUTIES

The incumbent is expected to support the WHO office and MoH in the implementation of AVADAR with the following specific tasks:

Coordination

1.Support the bi monthly and other meetings held at state and National level and give feedback to team lead.

Operations

1.Support the preparations and implementation of AVADAR trainings

2.Ensure that SOPs are followed at implementation sites within county.

3.Conductmonitoringand supervisory visitsto end users

4.Support the process of payment of incentives for the notification of an AFP case that yields a polio virus

5.Support the quarterly review meeting of the project

6. Provide monthly report on the project including tracking information of the project indicators.
REQUIRED QUALIFICATIONS



Education:

Essential: University Degree in a health-related field.

Desirable: Master degree in Public Health or Health-related Sciences.

Experience:

Essential: At least 1 to 2 years’ experience working in Polio Eradication Initiative (PEI).

Desirable: Working experiences with other international NGOs or UN agencies in health-related field.


Other Skills and Competencies

Essential:

Good working knowledge of Microsoft Power-point, Word and Excel
Excellent report writing skills
Strong verbal and oral communication skills
Abilityto travel within the selected areas
Ability to work in a multicultural environment
Knowledge of local languages would also be an advantage

The consultant is expected to provide weekly and monthly analysis feedback on AFP cases detected Through the system, Provision of monthly briefing report on the status of implementation of the project, Number of Visits for technical support to PHUs/CHWs/Cfs in the county, Conduct capacity building/training on ODK for officers in the county together with the data assistant for the project, Quarterly review meetings to review progress and findings of the project.
