Energy Security and Resource Efficiency in Somaliland Programme (ESRES)
1. The Energy Security & Resource Efficiency in Somalia Programme (ESRES) supports the Government of Somaliland to improve access to affordable electricity for vulnerable communities through the promotion of renewable energies. This choice for renewable energies is based on the premise that green infrastructure investments in fragile states have potentially positive poverty reduction benefits while at the same time reducing the country’s vulnerability to the negative effects of climate change. Currently the legal and regulatory framework is incomplete and there is a very low adoption rate of renewable energy technologies by the private sector in Somaliland.
2. The objective of this request for expression of interest is to provide the opportunity for all possible qualified and interested Somaliland National Consultants. The Somaliland National Consultants are to present their qualifications, capacities and curriculum vitae to provide technical assistance to the ESRES Programme based the Term of Reference indicated below. Technical Energy Regulatory Consultant
Description:

The Somaliland National Consultant will provide full time assistance to the Energy Director for the Ministry of Energy and Minerals for the period of the ESRES Programme.
Terms of Reference:
· Support the Energy Directorate staff training
· In coordination with DoE assist in the implementation of technical and design standards
· In coordination with DoE assist in the implementation of codes and legal regulations
· In coordination with DoE assist in the implementation of safety and health standard and procedures;
· Participate in development and implementation of TVET Working Group programmes;
· Responsible for technical inventories, RE initiatives, resources and data entries;
· Coordinate policies and procedure for the inspectorate functions;
· Coordinate the implementation of the Books of Rules on inspections;
Assist in the technical aspect of the energy section of the National Develop Plan.
Specific requirements:
· Experience in high level technical standards and practices support and advisory services to programme formulation and implementation and management;
· Technical experience in renewable energy efficiency and demand side management in developing countries;
· Experience providing capacity building and technical assistance to utilities, energy service companies, and private sector to improve efficiency and performance;
· Advanced degree (Master) in electrical, mechanical or renewable or sustainable energy;
· A minimum of 2 years in preparing Technical specifications and design documents in the energy sector;
· Fluent in English and Somali languages, oral and written;
· Computer MS Office advanced skills;
· Strong interpersonal and communications skills.
