CONTEXT AND JUSTIFICATION OF EXPERTISE

The Malian economy is mainly based on the agro-sylvo-pastoral sector which occupies nearly 80% of the population. The contribution of this sector to economic growth is around 44% compared with around 20% for the secondary sector. In the latter sector, the share of manufacturing industry in GDP is only 6%, reflecting the country's low level of industrialization.

In addition, Mali derives its foreign exchange mainly from the export of three products, namely gold, cotton and livestock (90% of export earnings), which are also very slightly processed. Periodically, there are huge losses in agricultural production because most of them are perishable and there is not always the logistics needed to evacuate them in time. The primary sector, supplier of raw materials, remains weakly articulated to the industrial sector. As a result, the national economy is still dependent on low value-added primary production due to insufficient storage and conservation, processing and distribution infrastructure. Gold, the country faces a major challenge in the fight against poverty with a growing population (population growth rate estimated at 3.6% at the last census of the RPGH in 2009). To contain population growth and improve the well-being of the population, the country has embarked on a policy of accelerating the growth of the national economy.

To this end, the Malian Government has implemented the Growth and Poverty Reduction Strategy Paper (CSCRP 2012-2017) and the Strategic Framework for Economic Recovery and Sustainable Development (CREDD 2016-2018). This document is the new frame of reference for the design, implementation and monitoring of different development policies and strategies at both national and sectoral levels. It integrates the priorities of the various existing strategic frameworks: the Government Action Program (PAG 2013-2018), the Plan for the Sustainable Recovery of Mali (2013-2014), the Program for the Accelerated Development of Northern Regions (PDA / RN) and the Specific Strategy for the Development of Northern Regions.

1. Justification

Agriculture in Mali is mainly based on food crops, and agro-industrial crops. The challenges in this sector are, therefore, the increase in agricultural production and the valorization of local products, with a focus on agro-food processing to ensure food security and promote the export of the surplus in the countries of the sub-region. -region.

To increase and diversify incomes in rural areas, Mali has a significant comparative advantage. In addition to cotton, cereals and livestock, the country has enormous potential for a large number of commercial sectors with growth and investment potential.

Indeed, the potentialities of the horticulture, livestock and fisheries sub-sectors could be used to satisfy a growing demand for value-added products in both national and sub-regional markets and International. It is in this context that the office of UN Women in Mali and the MPFEF want to initiate the present mission to assess the opportunities of positioning women on the most profitable links of the sectors Shea, Gum arabic, Sesame, Small ruminant farming . The findings of this study will be used to develop a joint program proposal to be developed by the MPFEF and UN Women. The program document will propose strategic actions in terms of support and strengthen ongoing or future actions for the economic empowerment of women in Mali in the targeted sectors.




Duties and Responsibilities

OBJECTIVES OF EXPERTISE AND GUIDELINES:

1. Main objective

From an immediate perspective, the aim of the study is to capitalize information on potentialities / opportunities, comparative advantages in selected agricultural sectors (shea, gum arabic, livestock and sesame) and to propose strategic actions allowing women to better organize themselves and position themselves on the most profitable and viable economic links of the targeted sectors. As a first step, this mission will result in the formulation of relevant and operational recommendations on promising value chains at the regional and national levels, highlighting opportunities to create and / or develop individually or collectively reliable and profitable enterprises for urban and rural women. The specific objectives below are the key points to which the study should give clear answers for each objective. They are:

· Identify, according to the specific geographical areas, the opportunities present for rural and urban women in each sector retained in Mali

· To highlight the comparative advantages of women in the sectors identified in terms of resource availability (raw materials), the legal and institutional environment and also in terms of internal and external markets for distribution by carrier;

· Outcome the economic calculations that make it possible to assess the profitability and viability of economic projects for women in each targeted sector;

· Identify the technical and other capacity building needs of women in the value chains

· Formulate recommendations through an operational plan of action allowing women to better organize themselves, to position themselves to create and / or develop individual or collective businesses in rural and urban areas.

· Propose a national program of economic empowerment of women in selected sectors that focuses on the major results to be achieved, the most relevant activities to achieve the results, implementation strategies, strategic partnerships to create around the initiative, the innovative management and sustainability modes at the program and beneficiary level, the appropriate mechanisms for monitoring and evaluation allowing the program to be appropriated and its sustainability, the costs related to the implementation of the activities with a detailed chronogram and a detailed logical framework.



3. Fields of the study

The study will concern the economic zones of Mali in connection with the sectors Shea, Arabian Gum, Sesame, breeding.

It will be national in scope and cover all the main regions of Mali and the District of Bamako. Appropriate information gathering methods will be defined to achieve the objectives of the mission.

At the sub-regional level, the study will draw on experiences in neighboring countries such as Burkina Faso and Senegal or Côte d'Ivoire.

4. Methodology of the study

A technical committee for monitoring and pre-validation of the study and the program document will be set up and will be composed of representatives of the following structures: General Secretariat of the MPFEF, Shea Program, FAFE, Platform National Directorate of Women, the Cell Planning and Statistics and other resource persons The UN Women's Economic Strengthening Team will coordinate activities in collaboration with the designated MPFEF focal point.
