I. CONTEXT OF THE MISSION

Samusocial International, a non-profit organization founded in 1998, aims to support the creation and development of homelessness support schemes in the world's major cities. The second specific objective of the project (OBJS2) is to support HIV / AIDS, Tuberculosis and Malaria screening and treatment programs and services in Bamako, Dakar and Pointe-Noire, and health facility staff. to improve their access and care relationships to the specific situation of street children and young people.

In order to support the Samusocial Pointe-Noire team in the implementation of this activity, Samusocial International is looking for a consultant. This mission is part of the operational implementation of an international solidarity project. II. DESCRIPTION OF THE MISSION OF EXPERTISE

1) General objective of the mission

The objective of the mission is to make a diagnosis and to propose recommendations on how to access street-based children and young people (EJVR) to the HIV / AIDS and Tuberculosis screening and treatment services. Malaria in Pointe-Noire.

2) Specific objective

The specific objectives of the mission are:

o Identify the constraints related to legal norms, national public health programs, health reference systems and their professionals, for access to HIV / AIDS, Tuberculosis and Malaria screening and treatment services by the EJVR;

3) Description of activities (methodology)

Conduct of a diagnostic study

o Conduct a literature review of available national policies, legislation and guidelines on the health system, HIV / AIDS, Tuberculosis and Malaria in the Republic of Congo.

o Based on exchanges with the Samusocial Pointe-Noire and the documentary review, map the actors involved in the medical management of the EJVR in Pointe-Noire, identify the key players and prepare the interview guide.

o To carry out 20 to 30 interviews, if possible with the referent of the project at Samusocial Pointe-Noire, with the reference health structures, the direct service management structures at the EJVR, the national programs HIV / AIDS, Tuberculosis and Malaria, the Ministries of the Health, Child Protection, Social Action and their local directorates, as well as the main recipient associations of the Global Fund and / or Initiative 5% grants.

4) Results to be achieved

As part of this mission, the consultant will have to achieve the following results:

o A diagnosis on the constraints of access to care for the EJVR in Pointe-Noire is carried out;

5) Expected deliverables

As part of this mission, the expected deliverables are:

1) Training

5) Working arrangements

Service Delivery Agreement.

During his mission in Pointe-Noire, the consultant may be accommodated by the Samusocial Pointe-Noire in a guesthouse and will benefit from Samusocial Pointe-Noire vehicles for the accomplishment of his missions (within the limits of their availability).

Participation in airline tickets up to € 600 and a flat-rate contribution to living expenses up to € 2, 000 will be provided by Samusocial International.

All other expenses (transport, insurance, communication etc.) and the equipment necessary for the accomplishment of its mission remain at its expense.
