I. CONTEXT OF THE MISSION

Samusocial International, a non-profit organization founded in 1998, aims to support the creation and development of homelessness support schemes in the world's major cities. It now federates 15 devices in cities as different as Lima, Bucharest, Dakar or Moscow and works on new projects. As part of a financing agreement with Expertise France / Initiative 5%, Samusocial International has launched since 1 January 2017 a project entitled: "Adaptation of health programs and services of HIV / AIDS, Tuberculosis and Malaria for teenagers living in the streets of Mali, the Republic of Congo and Senegal ".

The second specific objective of the project (OBJS2) is to support HIV / AIDS, Tuberculosis and Malaria screening and treatment programs and services in Bamako, Dakar and Pointe-Noire, and health facility staff. to improve their access and care relationships to the specific situation of street children and young people.

In this context, it is planned to carry out a diagnosis on the means of access for children and young people living in the street (EJVR) to HIV / AIDS, Tuberculosis and Malaria screening and treatment services, in Bamako, Dakar. and Pointe-Noire.

In order to support the Samusocial Pointe-Noire team in the implementation of this activity, Samusocial International is looking for a consultant. This mission is part of the operational implementation of an international solidarity project. Therefore, the data collected and analyzed can not be used for any purpose other than that of this project.

II. DESCRIPTION OF THE MISSION OF EXPERTISE

1) General objective of the mission

The objective of the mission is to make a diagnosis and to propose recommendations on how to access street-based children and young people (EJVR) to the HIV / AIDS and Tuberculosis screening and treatment services. Malaria in Pointe-Noire.

2) Specific objective

The specific objectives of the mission are:

o Identify the constraints related to legal norms, national public health programs, health reference systems and their professionals, for access to HIV / AIDS, Tuberculosis and Malaria screening and treatment services by the EJVR;

o Formulate recommendations for possible adaptation measures in relation to the local and national context (legal framework, strategic framework, operational management framework).

3) Description of activities (methodology)

As part of this mission, the consultant will have to conduct the following activities:

Conduct of a diagnostic study

o Conduct a literature review of available national policies, legislation and guidelines on the health system, HIV / AIDS, Tuberculosis and Malaria in the Republic of Congo.

o Based on exchanges with the Samusocial Pointe-Noire and the documentary review, map the actors involved in the medical management of the EJVR in Pointe-Noire, identify the key players and prepare the interview guide.

o To carry out 20 to 30 interviews, if possible with the referent of the project at Samusocial Pointe-Noire, with the reference health structures, the direct service management structures at the EJVR, the national programs HIV / AIDS, Tuberculosis and Malaria, the Ministries of the Health, Child Protection, Social Action and their local directorates, as well as the main recipient associations of the Global Fund and / or Initiative 5% grants.

o Facilitate two focus groups with the Samusocial Pointe-Noire teams: one on the difficulties encountered by the teams during medical accompaniments; the other around summaries of cases of complex medical management (HIV / AIDS, Tuberculosis, Malaria).

o Identify avenues for improvement, adaptation measures.

o Write a provisional diagnostic report, in line with the model developed in other countries.

o Present the diagnostic report to the project coordinating team and discuss ways to improve access to care for the EJVR.

o Write the final diagnostic report and a summary of the report.

4) Results to be achieved

As part of this mission, the consultant will have to achieve the following results:

o A diagnosis on the constraints of access to care for the EJVR in Pointe-Noire is carried out;

o Areas for improvement are identified and recommendations are made.

5) Expected deliverables

As part of this mission, the expected deliverables are:

o A diagnostic study report (depending on model provided).

o A summary sheet with the main results and recommendations.

Language of the report: French.

The deliverables must be sent by email to the applicants. They will be the exclusive property of Samusocial Pointe-Noire and Samusocial International, as well as all materials made and all information collected during the performance.

The diagnosis report can only be considered as final after validation by Samusocial International and Samusocial Pointe-Noire.

III. REQUIRED PROFILE

1) Training

Advanced training (Master 2 level) in Public Health; Political Sciences ; Development or equivalent degree.

2) Experience

At least 5 years of professional experience in health project management in resource-limited settings. An experience with street children and youth is a plus.

3) Knowledge and skills

o Knowledge of public health policies, especially in the area of ??HIV / AIDS, Tuberculosis and Malaria

o Knowledge of the actors in the fight against HIV / AIDS, Tuberculosis and Malaria

o Mastery of qualitative research methodologies

5) Working arrangements

Service Delivery Agreement.

During his mission in Pointe-Noire, the consultant may be accommodated by the Samusocial Pointe-Noire in a guesthouse and will benefit from Samusocial Pointe-Noire vehicles for the accomplishment of his missions (within the limits of their availability).

Participation in airline tickets up to € 600 and a flat-rate contribution to living expenses up to € 2, 000 will be provided by Samusocial International.

All other expenses (transport, insurance, communication etc.) and the equipment necessary for the accomplishment of its mission remain at its expense. It is the responsibility of the provider to subscribe to his professional, tax and social obligations, for which he is solely responsible vis-à-vis the organizations concerned.
