INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above

7 Travel requirements The consultant should be able to report to the duty station (Garowe -PL) to conduct a trainig for SCI WASH technical staff

8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia

9 Qualification and Experience The measurable qualifications and experience required:

o    Advanced degree in Water Resource Engineering, Civil Engineering and related fields with more 10 years of progressive experience

o    Extensive knowledge and solid professional experience in designing water supply projects and other civil structures through WaterCad and AutoCad software.

o    Experience in designing and providing training in WaterCad and AutoCad to project and technical staff.

10 Evaluation Criteria Indicate the criteria for evaluation

Introduction

Recurrent drought, inter-clan conflicts, and lack of funding for the WASH sector has led to a deterioration in water, sanitation and hygiene conditions throughout the drought-affected target districts, particularly among conflict-displaced IDPs. According to the Somalia WASH Cluster Humanitarian Dashboard (February 22, 2019), several regions of Somaliland and Puntland are experiencing severe water shortages due to the over-exploitation of already-limited resources and the breakages of equipment. This has resulted in children and women having to travel long distances in search of water, increasing protection risks. Inadequate access to safe water and sanitation services compounds vulnerabilities for specific groups such as the disabled, elderly, and school age children. There are also indirect effects, such as the loss of livestock. The construction and restoration of water points is therefore needed.

The provision of immediate life-saving and sustainable solutions of safe water and appropriate sanitation approaches will contribute greatly to the reduction of morbidity/mortality and an improved sense of dignity, comfort, and security. In light of the severity and magnitude of this situation in Somalia, Save the Children has increased its WASH response significantly. Currently we are implementing Emergency and long term WASH projects in different areas of the country supported by different funding agencies. The ongoing and planned WASH activities under the thematic area of WASH requires all rounded support of both soft and hard components of WASH. In order to fill the technical capacity gap of staff in supporting the existing program and any future interventions, technical training on the design & study of safe water supply and sanitation infrastructure via AutoCad and WaterCad software is a key. This is part of staff annual learning and development goal.

Overall objective

The overall objective of Computer aided design software training is to enable SC staff with varying skillsets to systematically plan, implement and monitor emergency and long-term WASH activities, therefore AutoCAD and Water Cad software training which are important for designing WASH infrastructure will be delivered. AutoCAD and WaterCad software is a ten-day training that prepares WASH Engineers to better design, plan and implement WASH projects in the country. This is a highly participatory course, with group exercises and theory based sessions, provides an example of WASH projects, identifying key issue and key technical skills.

Specific Objectives

The technical training will have the following specific objectives:-

 To train 10 save the children WASH engineer on study and design of safe water supply projects through computer aided Software (Water Cad);

 To train 10 save the children WASH engineer on the application of AutoCad Software to WASH infrastructure including practical exercise
Training Methodology

The training will be conducted by experienced consultants. It comprises full project design by providing raw data, to be collected from field (or considering some of secondary data from existing projects). The trainees will be provided with mini projects to design by themselves. The techniques that will be applied are:-

 Lectures;

 Explanatory examples;

 Mini projects;

 Software (WaterCAD, AutoCad);

 Training manuals for later on for reference;
