Tenders are invited for Consultancy: WASH in Emergencies, Bujumbura, Burundi (6 months).
Background and Justification
In Burundi, 14% of deaths of children under-five are due to diarrheal diseases primarily caused inter alia by inadequate access to water, with only 55% of households in the country having access to safe drinking water; inadequate sanitation, with only 16% of households having access to adequate sanitation; poor hygiene, with persisting practice of open defecation (68% of household are not using latrines) and poor feeding and child care practices.
In addition, due to the ongoing political and security crisis, thousands of Burundians have been forced to flee their homes and seek refuge both internally and in neighboring countries, including in Tanzania, Rwanda, Uganda and the Democratic Republic of Congo. With these forced movements, the country faced last year an outbreak of cholera epidemic in the southern provinces and is facing risks of increased malnutrition in the North where 397 cases of cholera and 6 deaths were recorded in 2015.
In response to these risks, the WASH sector conducted a rapid multi-sectoral assessment in July 2015 in the North (Kirundo, Ngozi and Kayanza), Central West (Cibitoke, Bujumbura Rural and Gitega) and South (Rutana, Makamba and Rumonge). The main findings showed: i) an alarming situation in Kirundo, Kayanza and Rumonge where the average functionality of water points is under 14%, which has forced the population to fetch water from unprotected sources; ii) 30% of the inhabitants of the Commune of Nyanza lake fetch water from unprotected sources due to lack of potable water; and iii) No handwashing and open defecation are widely spread in the assessed sites.
Considering the Ebola outbreak in the neighbouring country, Democratic Republic of Congo, Burundi has also boosted its emergency preparedness in response to a possible Ebola outbreak. As UNICEF is the lead agency in the WASH sector, it contributes actively to WASH interventions and preparedness actions in coordination with other sectors.
Scope of Work
1. Goal and Objective: Under the supervision of the Chief of WASH the consultant willprovide support in achieving an operational and sustained level of preparedness and response capacity to potential crisis situations fully complying with UNICEF Core Commitments for Children in Humanitarian Action
2. Activities and Tasks:
§ S/he will be responsible for the planning, implementation, monitoring and evaluation of emergency project activities, to ensure the survival, well-being of children and mothers, and affected community.
§ The incumbent will provide technical assistance to the partners when required to effectively manage and monitor the construction and repair of water and sanitation infrastructures.
§ Provide support to achieve an operational and sustained level of preparedness and response capacity for WASH in emergencies in the targeted regions.
§ Provide technical support to implementing partners in the definition and implementation of the emergency action plan in accordance with UNICEF CCCs
3. Work relationships: The consultant will work under the direct supervision of the Chief of WASH and close collaboration with the emergency specialist.

Payment Schedule
The payment schedule will be as follows:
§ 25% with the completion of a quality analysis of humanitarian situation in Burundi coupled with a detailed action plan
§ 30% with the completion of mid term report, including update of the humanitarian situation analysis, progress on the implementation of WASH preparedness and response activities on ground in addition to progress of deliverable above
§ 45% with the total completion of the deliverables
The content of the reporting will be agreed with the supervisor
Desired competencies, technical background and experience
§ Academic Degree in Civil engineering or Public Health or equivalent; Master's level preferred
§ At least 8 years of experience of working at international level in WASH humanitarian related projects particularly development of WASH contingency plan response to sudden displacement of IDPs, refugees cholera outbreak response as well as for Ebola
§ Sound knowledge of humanitarian sector, knowledge of functioning of INGOS, UN and coordination mechanisms.
§ Demonstrated experience of identifying information needs, designing and implementing information collection and analysis systems within an international setting involving varied stakeholders.
§ Good coordination and negotiating skills, project management skills, ability to conceptualize project plans, design implementation strategy and monitor progress to achieve desired objectives.
§ Ready to travel to project locations in remote areas and also for various coordination and review meetings.
§ Fluency in French and/or English required.
Administrative issues & Conditions
The office will provide space for the consultant. The consultant is expected to work with his/her own computer equipment. The consultant is expected to submit a financial proposal including all costs related to this consultancy. Travel related to this consultancy has to be organised by the consultant. Transportation to Bujumbura is the responsibility of the consultant. UNICEF will transport the consultant for field missions. The DSA to be paid to the Consultant outside Bujumbura, and be applied as per UNICEF policies. Payment will be made against the above stated deliverables based on the outlined payment schedule.

Risks
All reasonable and likely risks should be identified and a relevant risk response and possible mitigating action defined.
§ Delay in visa delivery
§ Some reluctance from WASH emergency partners to provide inputs and attend the monthly regular WASH emergency working group
WASH section will take preliminary actions to speed up the visa process. Chief of section will have bilateral meeting with all main partners to explain in detail the activities assigned as well expected results from this assignment
