Save the Children International (SCI) Somalia program hereby invites interested
consultants to bid for the consultancy assignment detailed below

3 Period of Consultancy The assignment will be 15 days inclusive of travels. The anticipated dates of the third-party monitoring are July 15- 30, 2019.

5 Responsibility for Logistics arrangements and Costs

The consultant shall be responsible for their own logistics arrangements and costs. The consultant will not be entitled to per-diem

6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI contracting office named above

7 Travel requirements The consultant is required to travel to different location in Somalia/Somaliland during the consultancy activities. Specific locations will depend on the sampling and the Technical approach in the approved proposal

8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland.

9 Qualification and Experience Firm Profile ? Registered legally as a company/firm to offer thirdparty monitoring and verification consultancy services in Somalia/Somaliland ? Strong work experience in providing consultancy on monitoring, evaluation, data analysis, reporting and field-based research or survey services ? Demonstrate proven capacity to carry work in all parts of Somalia/Somaliland through the existence of well-established networks (full access to government, districts, and village levels). ? Previous experience of working with the INGOs and/or the UN agencies in delivering monitoring, evaluation, data collection, analysis and reporting activities. ? Capacity to arrange all logistical and security arrangements independently for field work (the TPM service provider is expected to organize its logistics and security arrangements) Lead Consultant Profile ? Post graduate qualifications (MA level) in social science, particularly economics, agriculture, food security, entrepreneurship or related fields ? Minimum of 5 years of demonstrated professional experience delivering Monitoring and Evaluations services ? Proven experience in conducting quality project Monitoring and Evaluation including third party monitoring particularly on Food security and livelihood projects in Somalia/land ? Proven experience in food security, food voucher and food for work programming ? Experience in applying participatory tools especially when interviewing/collecting information from children ? Knowledge of Save the Children and its internal processes will be beneficial but is not essential ? Knowledge and understanding of the social and cultural context of Somali people will be an asset. ? Solid analytical, result based planning, report writing, communication and diplomacy skills with ability to correlate different data sets to actionable conclusions. ? English language skills (report should be written in English). ? Ability to make clear presentations and disseminate findings to both technical and nontechnical audience.

VERIFICATION FOR SHORT-TERM REGIONAL EMERGENCY
RESPONSE PROJECT (STRERP)
1. BACKGROUND

Save the Children is implementing Short-term Regional Emergency Response
Project (STRERP) project financed by African Development Bank through
Intergovernmental Authority on Development (IGAD). The project is implemented
in Somalia/Somaliland in13 regions with 35 districts. Save the Children is
implementing with partners with experienced local civil society organization (CSOs), Gargar Relief and Development Organization (GREDO) and Juba
Foundation, who are responsible for the implementation of core project activities
in designated project locations who understand the local contexts and have wide
community acceptance. Save the children is implementing the project in 9 regions
while GREDO and Juba Foundation are implementing in three regions; Juba
Foundation is implementing in Gedo region while GREDO is implementing in
lower Shabelle, Bakool and 2 districts in Bay region.
Overall objective
The overall objective of the project is to reduce food insecurity, hunger and
malnutrition, as well as associated diseases and promote long-term resilience.
Specific Objective
The Specific Objective of this programme is to provide emergency food assistance
and medical aid to the most vulnerable populations in Somalia/Somaliland, as well
as put in place the preliminary building blocks to strengthen links between the
production, distribution and consumption hubs of the food systems in the affected
regions, leading to increased system-wide efficiency and longer-term
resilience. Below are the project outputs:
? Output 1.1 Household access to and availability of diversified and nutritious
food increased
? Output 1.2: Targeted children and their families have increased access to
sufficient safe water and sanitation facilities and adopt improved hygiene
practices at HH and community level
? Output 1.3. 9000 households have improved livestock productivity through
access to voucher distribution
? Output 1.4. Increased access to safe water in communities and CTC centers
for AWD affected areas in Somalia/land
? Output 2.1. Food vouchers for vulnerable households to purchase nutrient
diverse foods redeemed
? Output 2.2.: Reinforced technical and institutional capacities of local
governments for better management and coordination of humanitarian
assistance.
Target beneficiaries: The food security component of the project targets a total
of 50, 462 HHs, which are disaggregated by Food Voucher 47, 262 HHs and Food
for Work 3, 200 HHs
Target Locations: The project is implemented in Mudug, Galgaduud, Middle
Shabele, Lower Shabele, Bay, Bakool, Bari, Nugaal, Mudug of South Central and
Puntland and Awdal, Togdheer, Sool and Sanaag in Somaliland.
