The Tunisian Government has received funding from the French Development Agency (AFD) to finance the feasibility study for the creation of the Franco-Tunisian University for Africa and the Mediterranean (UFTAM), under the Study and Capacity Building Fund (FERC)
The project of the creation of a Franco-Tunisian University for Africa and the Mediterranean (UFTAM) is built on a North / South community of mutual interests. This project aims to meet the needs of the Tunisian, French and African socio-economic fabric, and to work as a regional platform for the training of qualified personnel for sub-Saharan Africa in particular for Tunisian companies located in the subcontinent.
The Ministry of Higher Education and Scientific Research proposes to mobilize external specialized technical assistance and to use the services of a consulting firm to carry out a study aimed at analyzing the technical, economic, legal, institutional and organizational feasibility., environmental and socio-cultural project of the creation of UFTAM.
This study will follow a first prefiguration study currently in progress and the results of which will be available prior to the launch of the feasibility study that is the subject of the call for expressions of interest here.
The feasibility study will make it possible to refine and consolidate the various aspects relating to the positioning of the new university in its economic environment, in particular from the point of view of the profiles to be formed in connection with the skills needs of companies and the Tunisian economic fabric more globally, in order to seek a high level of employability of the diplomas issued by UFTAM, research to develop and more generally the interaction to be favored with potential partners in Tunisia and abroad, particularly in industries innovative.
The Ministry of Higher Education and Scientific Research, subsequently designated "MESRS" is the prime contractor for this service.
Following a
preliminary prefiguration study, this project's analysis and feasibility study consists of two phases: § a first phase aimed at identifying training courses that meet the needs of economic actors in Tunisia and Sub-Saharan Africa and not covered by Tunisian higher education actors.
§ The second phase will consist in realizing the complete feasibility of the project in all its dimensions (educational project, partnership modalities, legal form, financing plan, economic model, etc.).

The mission of the bidder falls within this framework, and will have for object:
1. Realization of a study of market: the main activities are the following ones:

§ Validate the adequacy of the project as defined in the prefiguration study with the strategic priorities of the Tunisian MESRS, particularly with regard to the issue of the employability of graduates;
§ Analyze the skills and training needs of Tunisian and Sub-Saharan African businesses;
§ Conduct a territorial diagnosis of the economic environment of the future university, its evolution and its prospects;
§ Analyze the offer of training corresponding to the sectors and types of diplomas identified following the prefiguration study and the study of the needs of the economic environment;
§ Assess the attractiveness of Tunisia as an open training platform on Sub-Saharan Africa.
§ Analyze the interest of a group of courses on various disciplines and built by various institutions within a Tunisian-French university;
§ Carry out a benchmark review covering good practices and lessons learned from the setting up of French universities abroad, as well as a review of projects of international universities engaged in Tunisia (in particular the Tunisian-German university).

Phase 2: Conducting a feasibility study: Based on the results of the Phase 1 study mentioned above, the second phase will consist of clarifying the content and the framing of the project and its implementation modalities. These are mainly:
§ Identify training to be implemented in coherence with the academic partners involved in the project (following the prefiguration study);
§ Evaluate the regulatory issues associated with the creation of a new institution (accreditation of the institution, recognition of diplomas, accreditation of training programs, etc.);
§ Define the strategic positioning of UFTAM and its competitive advantages;
§ Analyze the appropriate governance for UFTAM to ensure the balance of interests of the different stakeholders, the good management of the institution and the quality of training;
§ Support the definition of the school's HR policy (number of teachers, teaching subjects, degree level, skills, nationalities, etc.);
§ Propose a draft charter of establishment and specifications that should be met by the training courses to be set up;
§ Propose a detailed investment plan of priority needs in the short, medium and long term;
§ Determine the appropriate legal structure for the project by promoting solutions to ensure maximum financial autonomy and the participation of both public and private actors;
§ Define the business model of the University: it mainly involves defining the sources of financing, analyzing the business model and building a 10-year business plan;
§ Propose an action plan for the implementation of the project, as well as an indicative timeline;
§ Identify potential problems / risks of any kind, related to the implementation of the program, that beneficiaries and other stakeholders may face;
§ Propose the structuring of the logical framework of the project;
§ Identify impact indicators and their measurement.
The overall volume of this mission is estimated at 125 man days (H / D). The deadlines for the execution of the mission are fixed at five (05) months.
The MESRS invites bidders to submit their expression of interest in writing, consisting of the following documents:
• Form 1: Identification form of the consulting and consultancy firm,
• Form 2: Financial references and staffing of permanent staff (in the last three years),
• Form 3: Technical references produced or in progress during the last 05 years in similar projects (at least two references) concerning (i ) development of feasibility studies, (ii) economic analysis for the needs of tertiary education, (iii) the system of higher education in Tunisia,
• any other document that may be used for the presentation of the office.

In order to confirm their eligibility for AFD financing, tenderers must enclose the duly signed Declaration of Integrity (attached to this document) to their applications.
Interested bidders may apply as a group or individually and must produce information showing that they are qualified and experienced to perform the present assignment as such, they will justify that they have similar service references to the mission during the last ten years.
The MESRS will draw up a shortlist of about six candidates, pre-selected on the basis of the applications received, to whom it will send the Tender File for the completion of the required services.
