Expression of Interest are invited for Consultancy Services for Preparation of Geothermal Energy Development Project Proposal Document and M&E Manual for the Project”.
The United Republic of Tanzania has received financing from the African

Development Bank toward the cost of the Geothermal Development Project,

(Recommended by the Investment Plan for Tanzania, April 21st 2013) and intends to

apply part of the agreed amount of this grant for payments under the contract for

Consultancy Services for Preparation of Geothermal Energy Development Project

Proposal Document and M&E Manual for the Project.

2. The main objective of the consultancy services is to provide technical support to the

Government, through the Ministry of Energy and Minerals and Tanzania

Geothermal Development Company Limited (TGDC) by preparing a comprehensive

project proposal document with recommendations for addressing the high upfront

risks in the early stages/phases of geothermal development; and propose a system

for assessing the progress of performance of the project.

3. The Tanzania Geothermal Development Company Limited (TGDC) now invites

eligible and qualified Individual Consultants to indicate their interest in providing the

specified services. Interested consultants must provide information indicating that

they are qualified to perform the services by submitting their academic qualification,

reference of similar assignments and experience in similar condition.

4. Expressions of Interest (EoI) in one (1) original plus two (2) copies must be enclosed

in a sealed envelope properly addressed and delivered to the Secretary, TGDC

Tender Board, Mt. Meru Building, 2nd Floor, Mandela Road, P.O.BOX 14801, Dar

es salaam at or before 10.00 hours local time on Friday 07th October, 2016. The

envelopes containing the Expression of Interest shall be enclosed in a single envelope

and marked “Expression of Interest for Consultancy Services for Preparation of

Geothermal Energy Development Project Proposal Document and M&E Manual

for the Project”.

5. The opening of Expression of Interest (EIO) shall take place immediately after the

deadline for submission, at the address indicated under Para 4 above. Applying

individual consultants are invited to attend the opening ceremony.

6. A consultant will be selected in accordance with the procedures set out in the African

Development Bank’s Rules and Procedure for the Use of Consultants, which is

available on the Bank’s website at http://www.afdb.org. Borrowers are under no

obligation to shortlist any consultant who expresses interest.

7. Any request for clarification with regards to this Expression of Interest shall be

addressed to the undersigned. The client shall respond to clarifications received not

less than one (1) week before the deadline for submission.

8. Faxed, Emailed and late submitted expression of interest shall not be accepted for

evaluation irrespective of the circumstance.
