Expression of Interest are invited for Consultancy Services for Mineral Cadastre Development at Ministry of Mining.
1. Initial diagnostics, data gathering and the development of a conceptual design for the Mineral Cadastre System which;
· Provides a robust and transparent system for the management of mineral and gemstones licenses consistent with the Minerals and Gemstone Laws.
· Provides guidelines for appropriately formatted data, maps and reports for internal and external clients. This includes national natural resource and land management.
· Provides various levels of security and access to the information, reflecting the various functional roles in license administration.
· Provides reports and statistics for internal use and external dissemination.
2. To compile data, design, install and train local staff in the management of the Mineral Cadastre System.
Eligible consultants are requested to indicate their interest in providing the services described above. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, appropriate skills).
The shortlisting criteria are –
· A minimum of 10 years of expertise and experience in mineral cadastre system design and operation
· Strong knowledge of drafting mineral sector regulatory (license management, in particular)
· Proven knowledge of GIS applications
· Proven knowledge of database design/management
Consultants may associate to enhance their qualifications. The services are expected to be delivered with a total duration of six months.
SUBMISSION AND DEADLINE
Applicants will be selected in accordance with the procedures set out in the Public Procurement Regulations of 2007. The expression of interest must be submitted in four (4) copies and the original in a SEALED ENVELOP LABELLED ‘’Expression of Interest – Consultancy Services for Mineral Cadastre Development’’. The deadline for submission and opening of tenders will be on the 5th December 2017, at 14:30pm.
