3 SERVICE REQUIREMENT
The purpose of the consultancy is to undertake a detailed labour market assessment in a selected District in West Nile in Northern Uganda, which incorporates a preliminary study to identify the specific labour market system and geographical location that GOAL will strategically focus on in West Nile. Following the selection of a single District and specific labour market systems, the consultant will then assess the shocks and stresses on the community and identified system; assess the target population for exclusion (considering gender and age); and analyse the relationships / behaviours of key players in the system. This needs to be done with conflict and gender sensitivity in mind. This is to enable GOAL to map the system and develop a potential portfolio of interventions based on the opportunities for it to engage and create change.
The consultant will focus on supporting the selection of a specific District and labour market systems and the detailed data collection and analysis of that District and systems. They will work closely with the GOAL Uganda country team and GOAL’s Global Technical Team (Markets Advisor). Using that data and initial analysis provided by the Consultant, GOAL will then develop an overall results chain for the portfolio of interventions.
TOR attached (Appendix 1) and delivery to/at GOAL office in Kampala, Uganda.
The preferred bidder(s) will be required to enter into a contract with GOAL for the provision of consultancy services limited to conditions set out in Financial Offer to this RFQ (Appendix 2), GOAL Standard Terms and Conditions (Appendix 3) and other documents which form the Mandatory requirements for response.
4 TERMS OF BIDDING
GOAL, acting in its capacity as the Contracting Authority, invites bids from suitably qualified interested parties that wish to participate by submitting proposal for provision consultancy services to undertake a detailed labour market assessment in West Nile, Uganda.
This competition is being conducted under GOAL’s Request for Quotation (RFQ) procedure.

5 CONDITIONS OF QUOTATION SUBMISSION
• Quotations must be completed in English.
• Bidders must respond to all requirements set out in this RFQ and complete their offer in the format requested in Appendix 2.
• In the event of a contract being awarded to a bidder that has knowingly withheld relevant information or otherwise misled GOAL in the evaluation process in any way, then that contract will be rendered null and void
• Any conflicts of interest involving a tenderer must be fully disclosed to GOAL particularly where there is a conflict of interest in relation to any recommendations or proposals put forward by the bidder
• GOAL is not bound to accept the lowest, or any bid submitted and can terminate this competition at any stage.
• Information supplied by respondents will be treated as contractually binding.
• Unsuccessful bidders will be notified.
• GOAL’s standard payment terms are by bank transfer within 30 days of satisfactory implementation and receipt of documents in order.

• GOAL and all contracted service providers, and their subcontractors, associates or partners must act in all its procurement and other activities in full compliance with donor requirements and the highest ethical standards.

• Any contract(s) awarded from this procurement procedure are likely to be subject to the EU General Data Processing Regulation (GDPR). Winning service provider(s) will be considered Data Processors, and GOAL will be the Data Controller. Any such contract(s) will contain appropriate instructions and clauses, and the Data Processor will be required to provide information on their Data Protection & Security procedures. GOAL reserves the right to rescind the award of contract should the Data Protection & Security procedures be considered (in GOAL’s sole opinion) inadequate, or if GOAL and the service provider cannot agree to minimum GDPR compliant contract terms
