Expression of Interest are invited for Consultancy Services for Environmental and Social Impact Assessment (ESIA) for the Phase II of the Rice Value Chain Transformation Project (RVCTP-II)

SCOPE OF THE ASSIGNMENT
The overall objective of the ESIA study will be to ensure that environmental and social considerations
of the project are considered during decision making for environmental sustainability. Thus, the
consultant is expected to carry out the following assignment among others.
• Identify and assess the potential environmental and social impacts of the project activities and
provide specific guidance for the environmental assessment in activities in the different stages
of project: rehabilitation of irrigation system, land preparation, planting, inputs, and farm

mechanization and proffer measures/actions with a view to mitigate, offset or reduce to the
barest minimum to ensure an environmentally sustainable project.
• Identify and assess potential socioeconomic impacts, including Gender related issues at
different stages of project implementation, and analyse these based on likelihood and severity
and proffer measures to mitigate, offset, or reduce to the barest minimum with a view to
ensuring socially sustainable project.
• Identify all potential climate change risks and impacts through collection of baseline climate
information to climate-proof the project and provide recommendation on key climate change
adaptation and mitigation measures to off-set the identified climate risks.
• Provide detail baseline through soil and water analyses.
• Prepare an ESIA report with Environmental and Social Management Plan (ESMP) in line with
the AfDB ISS, and the NEA requirements, and to ensure that project affected persons are
meaningfully consulted and given opportunities to participate in project decision making
process to maintain credibility of the Project developers and funders.
