Expression of Interest are invited for Consultancy Services to Conduct Bathymetric Surveys for Lakes Edward and Albert.
This Request for Expressions of Interest (REOI) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB1109-10/16 and on the African Development Bank’s Internet Website (www.afdb.org) on 24 October 2016.
The Nile Basin Initiative/ Nile Equatorial Lakes Subsidiary Action Program (NBI/NELSAP) has received financing from the Global Environment Facility (GEF) through the African Development Bank (AfDB) towards the cost of the Multinational Lakes Edward and Albert Integrated Fisheries and Water Resources Management Project (LEAF II), and intends to apply part of the agreed amount for this Grant to payments under the contract for consultancy services to Conduct Bathymetric Surveys for Lakes Edward and Albert. Both Lakes Edward and Albert are shared between the DR Congo and Uganda, in the Albertine Rift region. Lake Albert has a surface area of 5, 300 km2, water volume of 280 km3, is 160 km long, 30 km wide, average depth of 25 m and a maximum of 58 m towards the Congolese border, and lies at an altitude of 618 m a.m.s.l. Lake Edward has a surface area of 2, 325 km2, water volume of 40 km3, maximum length of 77 km, width of 40 km, average depth of 34 m up to a maximum of 112 m towards the Congolese side, and lies at an altitude of 912 m a.m.s.l.
The resultant bathymetric maps and associated survey outputs will guide and support fisheries research and other sector activities; water resources assessment and planning; navigation and marine transport, and other lake-based activities.
The Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) now invites eligible consultancy firms/associations to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services, including:
• The consultants should demonstrate proven experience (at least 5 completed similar assignments) in conducting bathymetric surveys;
• Experience in the use of recent specifications provided in the 2008 International Hydrographic Organization (IHO) Standards for Hydrographic Surveys, Special Publication No. 44 IHO (S-44). The surveys shall, as a minimum standard, meet the requirements of the most recent IHO ‘Order 1b’ standard;
• Survey experience in the Nile Basin region
• Availability of appropriate skills and experts for undertaking the surveys;
• Availability of requisite survey equipment
• Proven experience incorporating and training local researchers and technicians in
bathymetric mapping projects.
Consultants may associate to enhance their qualifications. Partnerships with local in-country
organizations/agencies that help enhance regional technical capacity are encouraged. The
consultancy is envisaged to take approximately 6 months.
Eligibility criteria, establishment of the shortlist and the selection procedure shall be in
accordance with the African Development Bank’s “Rules and Procedures for the use of
Consultants” [May 2008 Edition, revised July 2012], which is available on the Bank’s
website at http://www.afdb.org
