Prequalifications are invited for Consultancy Services to Carry out an Assessment on National Gatekeeping in Liberia.

1. Background and Rationale for the Consultancy
SOS Children’s Villages International is the umbrella organization for the global federation of 134 National SOS
Children’s Villages Associations, working in more than 2000 Program Locations worldwide.
We work with a single mission: “to provide a family to children in needs to help them shape their future and
participate to the development of the community”.
Through program development, we provide alternative care (family-like care) to children who have lost
parental care, and we work with vulnerable families and communities to strengthen family services and
prevent child desertion.
We also build partnerships and advocate for the right of the children to develop other forms of responses like
foster or kinship care which are recognized care options in Liberia.
For over thirty years, SOS Children’s Villages (CV) Liberia has provided support for children through
Programs and services developed in:
? the SOS CVs of Monrovia and Juah Town (Grand Bassa County),
? the Youth Care Program of Monrovia and Juah Town,
? the Family Strengthening of Monrovia and Matadi
? the Monrovia Medical Center,
? The Schools; Kindergarten and High School.

Some years ago, an internal rapid assessment was conducted to measure the impact of our Programs and
Services on our primary target group and to see the effectiveness of the target group. The findings show
that, more and more, we would need to ensure a direct focus of our work on our primary target group
(which are, children that have lost parental care or are at the risk of losing it).
Also, with regards to the UN Guidelines for Alternative Care; we would like to:
? Identify clearly our target group and to precise the target group with whom we can have more
impacts;
? Master the national prevention context in which we are moving in order to comply with and
reinforce our cooperation with the government; and
? Make available for SOS Liberia, gatekeeping guidelines that are in the best interest of the child in
terms of ensuring a perfect management of the admission, the child/youth/family development
and their exit of care system, the reintegration system, etc.

2. Objectives
2.1. The Overall Objective of this study, is to carry out the “National Gatekeeping Assessment” for Liberia.
It consists of collecting available data on the vulnerability of children in Liberia; especially in the
Counties of Grand Bassa and Montserrado; and the National Prevention Program which will help to
build a Gatekeeping System.
2.2. The Specific Objectives are:
a.) Make a mapping of Child vulnerability in Liberia; specifically in Montserrado & Grand Bassa
counties;
b.) Make a Mapping of Key Stakeholders in the National Gatekeeping System/process and clearly
define their roles and responsibilities;
c.) Assess the Case Management Process as done in the past making comparison and suggesting
the rectification of the current process in SOS Liberia;
d.) Perform a SWOT analysis if the gatekeeping system and identify the strengths, limitations and
challenges especially at the Government level and in SOS Liberia;
e.) Develop the next steps in terms of necessary update of policies and procedures (using the 10
gatekeeping guidelines as a reference) and in terms of necessary awareness and capacity
building.
