The Government of the Kingdom of Lesotho has received financing from the African Development Bank toward the cost of the Institutional Support for the Enhancement of Public Financial Management Project (ISEP), and intends to apply part of the agreed amount for this grant to payments under the contract to assist the Internal Audit Department (IAD) with development of Information Technology (IT) Audit manual. This will enable achievement of full coverage of Internal Audit function in the Government of Lesotho and assist the IAD to discharge its mandate in an effective and efficient manner.
The services included under this project are: Development of a comprehensive IT Audit Manual that will serve as guiding tool for conducting the IT audit engagements. The drafting of IT audit manual should take into considerations the following: The IIA guidelines of the Information Systems Audit and Control Association (ISACA); Business environment; Consider systems development and change management standards and procedures, Controls relating to Business Continuity Planning; Procedures for auditing application controls including; Audit of general controls as well as the domains of IT. The consultant is also expected to organise and conduct staff training on the use of the IT audit manual, as well as conduct a pilot audit of the computerized systems together with IAD staff to ensure knowhow transfer and mentoring IAD staff for sustainability.
The duration of the assignment is 60 days.
The government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must
provide information indicating that they are qualified to perform the services including brochures,
description of similar assignments, experience in similar conditions, availability of appropriate skills
among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance
with the African Development Bank Rules and Procedures for the use of Consultants, May 2008
Edition, revised July 2012, which is available on the Bank-s website at http://www.afbd.og.
