Expression of Interest are invited for Consultancy Service for the Preparation of a Consolidated Sanitation Legislation.

GREATER ACCRA SUSTAINABLE SANITATION AND LIVELIHOODS IMPROVEMENT PROJECT (GASSLIP)

The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents. The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA.

Objective of the Assignment
The objective of the consultancy is to support the Ministry of Sanitation and Water Resources
to undertake all necessary activities for the preparation of a Sanitation Management
Legislative Instrument. This Legislation will be submitted to the Ministry of Justice and
Attorney-General for eventual enactment by Parliament
Scope of work
a) Start-up meeting to refine protocol for this assignment and engagement with the MSWR
specifically the Greater Accra Sustainable Sanitation and Livelihoods Improvement Project
(GASSLIP) Team and the Environmental Health and Sanitation Directorate (EHSD)
b) Develop action plan for MSWR’s approval

c) Desk Study: Identify, collate and Review of existing documents on Environmental Health
and Waste Management in Ghana. Some existing laws that impact on sanitation are enlisted
below:
- The Criminal Code, Act 29
- Local Government Act, 1993 (Act 462)
- Local Government (Departments of District Assemblies) Commencement
Instrument, 2009 (L.I. 1961)
- District Assemblies Bye Laws
- Civil Service Law, 1993 (PNDCL 327) as amended by the Civil Service
Amendment Act, 2001 (Act 600) and the Local Government Service Act, 2003.
- The Local Government Service Act 2003 Act 656
- Decentralised Local Governance Act 2016
- The Community Water and Sanitation Agency Act No. 564 of 1998
- Public Health Act, 2012 (Act No. 851 of 2012
