Expression of Interest are invited for Consultancy Service for Engineering Design and Supervision of Decentralized (Condominal) Sewerage Systems.


The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents.

The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA. The overall objective of the Project is to improve the socio-economic well-being and health standards of the urban poor within the Greater Accra Metropolitan Area. The specific objectives are (a) to increase access to improved and sustainable climate resilient sanitation and hygiene with improved livelihoods for the urban poor, and (b) to strengthen public and private sector capacity to better deliver and manage sanitation infrastructure and services.

Scope of work
The assignment covers all the pro-poor communities listed in Attachment A (identification/selection of pro-poor communities are ongoing) to this Terms of Reference, and shall be carried out in two phases: Task of Phase I Assignment: Field Assessment of Existing Decentralized Sewerage Systems: This shall include but not limited to the following activities;

i) Studies to review existing standards and criteria for design of decentralized sewerage
systems and related network.
ii) Conduct site surveys including geo technical investigation of the proposed site.
iii) Assessment and evaluation of the current and future wastewater generation from
domestic, institutional, commercial and industrial activities taking into account all factors
affecting wastewater generation.
iv) Identify potential alternative areas for the construction of Condominial sewer system and
for expansion of future condominium sewerage systems in pro-poor communities in
within GAMA.
v) A comprehensive inventory of existing sewerage networks in the aforementioned
proposed areas. This shall be captured on a map to be developed in GIS format.
vi) Under the environmental and social studies and enquiries for the preparation of an
environmental and social assessment of the proposed project.
vii)Make a recommendation for contract packaging of the works (i.e. number and scope of
lots) that would achieve economy and efficiency, and prepare tender documents
(including assembling existing/available design and construction materials and
construction drawings, etc.) to allow for National Competitive bidding.
viii) Prepare cost estimates based on a priced bill of quantities and submit a single
confidential copy of the priced bill of quantities, separately bound, direct to the Client.
The cost estimates must clearly indicate the design assumptions, unit costs, and
investment costs. The Consultant shall be guided by the least cost principles and estimate
cost of all designs to within 10% accuracy.
ix) Provide a plan and a methodology for monitoring the performance of the contractors and
for assessing their performance.
x) Propose an implementation schedule for the entire works.
xi) Liaise with the various service organizations (ECG, GWCL, GT, MRT, etc) to identify
and assess the cost of any necessary service diversions/relocations and determine the
most appropriate means of implementing these relocations and/or diversions. If
significant diversions/relocations are necessary, consideration should be given to
awarding separate contracts.
The Consultant shall assist the Client to undertake procurement of the works and support to the
implementation of decentralized sewerage systems (i.e. invite contractors to submit bids,
including pre-bid meetings if any, and other activities related to procurement

3.2 Design of Decentralized Sewerage Systems
? Provide a detailed assessment report covering baseline data/inventory of existing
sewerage networks including the treatment plants and the choice of viable optimized
decentralized sewerage systems for the selected communities within GAMA.
? Provide comprehensive bid documents for the whole scheme of works and appropriate
works contract packages, comprising a compilation of existing/available design materials
(construction drawings, bill of quantities, specification etc.).This will include inter alia:
? Preparation of updated designs of available/existing decentralized sewerage systems,
household and institutions (schools) connections/extensions, informed design drawings
and specifications for each sewer networks, including options for pro-poor communities.
? Prepare and submit tender documents, comprising: Bills of Quantities, specifications,
conditions of contract, and all other necessary tender documentation to a standard
appropriate for National Competitive Bidding using Standard Bidding Documents.
? Prepare and submit final cost estimates based on the final design and bills of quantities.
? Facilitate and ensure establishment of community management systems.
? Undertake an environmental and social assessment of the proposed works in line the
African Development Bank Environmental and Social Safeguards Policies as contained
in the Bank’s Integrated Safeguards System, 2013 and Ghana’s Environmental Laws,
notably Environmental Impact Assessment Regulation, 1999 (LI 1652) as amended (see
Attachment B for details).
