BACKGROUND

Least Developed Countries (LDCs) including Liberia are highly vulnerable to the impacts of global climate change. Sea level rise and the increased frequency and severity of extreme weather events have significant and profound effects on these countries’ populations, agricultural lands and infrastructure. In Liberia, climate trend since the 1960s have shown increase average temperature of 0.8? C across the Country and increased unpredictability of intense rainfall events. These have huge impact on the Country; for example, agriculture which contributes over 66% to Liberia’s GDP is predominantly rain-fed and thus vulnerable to anticipated changes in rainfall. Additionally with 54% of the Country’s population living in poverty and over 600, 000 people heavily dependent on agricultural and forestry related activities put Liberia in a more difficult state of vulnerability. Besides, Liberia’s forest cover and significant share (39%) of the remaining upper Guinea forest, is being threatened by the impacts of climate change, and even exacerbated by unsustainable agro-forestry practices. Liberia ratified the Paris Agreement thereby registering its commitment to the adoption and implementation of policies and measures to adapt to climate change and to manage existing climate risks. The Government of Liberia further articulates its aspiration and commitment toward a climate resilient low carbon nation that responds to climate change while equally addressing its national development priorities in a sustainable way through the National Climate Change Policy and Response Strategy. These actions clearly set the basis for identifying innovative ways of dealing with the challenges posed by climate change. Liberia’s coastal zones are highly vulnerable to climate change. According to the NAPA (2008), West Point and Kru Town in Montserrado County are among areas along the coast where erosion is most severe. In these areas, the population is poor and all social indicators – e.g. access to health and education – are very low. Unemployment is high. A large proportion of the coastal community live in temporary and/or poorly constructed housing with little protection from sea or storm surges. A large proportion of these people live on very low lying land, often in unplanned settlements or illegal or extra-legal settlements. For this combination of reasons, the community’s capacity to adapt to climate change is very low, and resilience is very limited. In the baseline, climate-change induced sea level rise combined with increasing storms and sea-surges could have catastrophic impacts in terms of destroying livelihoods and lives. Already, key economic sectors of fishing, farming and trade are under risk and the displacement of people is increasing. The Environmental Protection Agency (EPA) being the principal authority in Liberia responsible for the management of the environment and also serving as National Designated Authority (NDA), of the Green Climate Fund (GCF), and Focal Point for the Global Environment Facility (GEF), is leveraging opportunities to actualize global and national commitments to dealing with climate change issues in Liberia.

The EPA in collaboration with the United Nations Development Programs (UNDP) with support from the Coastal Add-on Early Project funded by the Global Environment Facility (GEF) is therefore seeking to contract a National Consultant to collect or produce documents or videos to be used as communication material. The Coastal Add-on Project Output 2 seeks to ensure sustainable and affordable measures to protect coastal areas against climate change impacts, while it target at least 500m of coastline protected from erosion.

OBJECTIVE

The national consultant will liaise with the Energy & Environment Unit/EPA andrelevant stakeholders to:collect or produce documents or videos to be used as communication material. This report will inform and enhance future initiative on how to protect the coastline from human induced activities. Over 40% of the world's oceans have been heavily affected by human activities, including fishing, coastal development and pollution from shipping. This communication material (video/document) will help in protecting the Liberian coastline, especially where the coastal defence project has taken place.

DUTIES/RESPONSIBILITIES

1. Conduct review and analysis of key sectorcommunication documents

2. Carry-out video documentary of pre and post project activities

3. Conduct a focus group interview with key project stakeholders
4. Produce video documentary on the Coastal Add-on defense project and final report of the process

REQUIRED COMPETENCIES
EDUCATION
Bachelor's degree in Social Sciences, Mass Communications, Demography, Environmental Studies, Economics,
or closely related fields
EXPERIENCE
? A minimum of 3 years of progressive and relevant experience in the field of journalism and report writing,
demonstrated experience and knowledge in Liberia coastline
? Demonstrated knowledge of climate change, sea level rise and coastal erosion
? Experience in the development of Information, Education and Communication (IEC) materials which
attempts to change or reinforce a set of behavior in a target audience regarding a specific problem
? Experience in working and collaborating with government institutions and private sector
? Extensive working experience in Liberia
? Excellent knowledge of English including writing and communication skills
? Possess excellent technical skills in socio-economic and technical research, program and project
performance assessment
? Ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and
interpreting data)
? Good computer knowledge on database software like MS & Excel
? Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

IMPLEMENTATION ARRANGEMENTS
Under the supervision of Energy & Environment Coordinator of the EPA, the Consultant will be responsible
tocollect or produce documents or videos to be used as communication materials which will educate or change the
behaviour of people in the use of the coastline and its protection; including liaison with partners and providing
relevant documentation and feedback.
