1. Justification/Background

In Lesotho one out of four new HIV infections occurs in adolescent girls and young women, mainly as a result of social exclusion, discrimination, and violence. According to the LePHIA 2017 preliminary results, the HIV prevalence among adolescents aged 10-14 years is 3.1% for males and 3.3% for females while the prevalence among 15-19 year olds is 3.1% among males and 7% for females. Most adolescents living with HIV were vertically infected, from mother to child concerted effort is needed to ensure that those living with HIV are adherent to treatment and those that are negative remain negative. Particular emphasis is needed to reduce the risk of HIV among the 93% of adolescents aged 15-19 years that are HIV negative to ensure that their vulnerability to infection decreases as they approach 20-24 years of age. Therefore, addressing the structural and behavioural drivers of the epidemic such as social norms and risky behaviours, is crucial to curb new HIV infection among adolescents.

As part of the adolescent girls and young women (AGYW) HIV Prevention package, the Global Fund for AIDS, TB and Malaria (the GF) is supporting the country to implement the following interventions: comprehensive sexuality education (CSE) for in and out of school young people; social behaviour change and communication; condom promotion and distribution; PrEP promotion; HTS services; addressing stigma and discrimination; RMNCH promotion; parental engagement; and education on protection Issues (i.e GBV). To facilitate the implementation of these, the Ministry of Health developed tools and guidance.

In 1994, the MOH developed a facilitation manual to be used in building the skills of parents to support their children in addressing their SRH needs. However, the manual is out-dated given the new evidence within the SRH and HIV sectors in the past twenty years. This has led to implementing partners relying on outdated information and tools, or unsustainable curricula such as Stepping Stones. In order to support the use of a standardized tool by all implementing partners, UNICEF would like to support the Government of Lesotho to review, revise, and update the 1994 Parental Engagement Curriculum.

2. Scope of the Work (Work assignment)

Working closely with the Ministry of Health and PACT, the consultancy is required to review and revise the current parental manual using participatory methods. The consultant will be required to conduct a rapid desk review, consult with key stakeholders, and draft an updated manual with Sesotho translations. UNICEF will provide the consultant with a translator. Additionally, the consultant will be responsible for leading the consultative meetings, pre-testing, and validation of the manual, as well as conducting an initial ToT of parent facilitators.

The consultancy will develop contextual materials and tools which will be used for training and supervision.

Key activities in the process:

· Review of existing SRH parent focused manuals or tools and engage in consultations with key stakeholders to identify the gaps in current parent focused HIV interventions.

· Facilitate development of revised manuals, training materials and facilitation guides (including consultative meetings, pre test and validation activities)

· Conduct trainings for partners on utilisation of the revised tools and training manuals.

· Collect information of key NGO partner implementation of life skills education/comprehensive sexual education, in the context of parental engagement

· Produce consultancy report

3. Expected Deliverables

The consultant will be required to:

· Produce a detailed inception report including a workplan

· Adapted training materials, and tools (monitoring and facilitation), including a translated Parental Engagement curriculum and job aides.

· Facilitate in-country trainings and consultations this includes leading the consultative meetings, pre-testing, and validation of the manual, as well as facilitating an initial ToT of parent facilitators. The TOT will be held in Maseru, with 50 participants, selected by the Ministry of Health, from the 10 districts (5 per district).

· Produce training reports

Inception Report

The Inception Report is the operational document for the consultancy and is used to determine the required inputs for the development and delivery of the output of the consultancy. As such the Inception Report must detail:

-Methodology for providing the key outputs of the consultancy

-Resources required that are outside of the control of the consultant

-Identify key performance indicators/milestones that the consultant will monitor

-Indicate roles and responsibilities for activity implementation at the school, district, community, and national level using the RACI model.

Adapted training materials and tools

The training materials and tools (facilitation and monitoring) will be used to capacitate MOH and stakeholders in engaging parents/caregivers to address their children SRH/HIV needs.The consultant will be expected to lead the consultative meetings, pre-testing, and validation of the manual with parents/caregivers

Training Report

The consultant will be expected to facilitating an initial ToT (50 participants) of parent/caregiver facilitators. The training report will highlight how the trainings were done, and what transpired during those including recommendations for subsequent trainings, mentoring and support

5. Desired Background and Experience

· An advanced University Degree in Education, Public Health or other relevant areas;

· At least 8 years of experience in working in the SRH or HIV sector, with a special focus on parental engagement adolescent health

· Strong analytical and writing skills, and the ability to present the results in a simple language, making use of creative visual aids (organograms, maps, graphs and other visual tools);

· Consolidated knowledge and foundation on crosscutting themes such as equity, inclusivity and sectoral decentralization;

· Full computer literacy, including knowledge of relevant software;

· High proficiency in English;

· Ability to complete the tasks in a tight schedule and with limited supervision.

6. Call for proposals

· Project Plan, including a detailed proposed methodology outlining how all activities and deliverables will be completed, must be included as part of the proposal.

· A detailed breakdown of consultancy fees must be submitted.

· Value Added Tax (VAT) must be shown as a separate line item in the financial quotation where appropriate.

8. General Conditions, Procedures and Logistics

Conditions of service to be agreed to by the service provider; the beneficiary (Ministry of Health) and in line with UNICEF set Standard Terms and Conditions.

· The consultant will work on its own computer(s) and use its own office resources and materials in the execution of this assignment.

· The consultant will not be entitled to Daily Subsistence Allowance.

· The consultant will be able to access UNICEF LCO transport for the execution of the field work.

· Consultant will be paid based only upon submission of deliverables.

· Flight costs will not be covered by UNICEF LCO.The contractor fee shall be inclusive of all office administrative costs and travel costs.
