Tenders are invited for Consultancy for Reviewing and developing the Guideline for Developing Strategic Plans and budgets for Ministries, Departments and Agencies and Local Government Authorities in Zanzibar.

INTRODUCTION

UNICEF is partnering with the Institute of Rural Development Planning (IRDP) and PORALGSD on a project to build the capacity of central government and LGAs in Zanzibar in developing District Strategic Plans (Zanzibar Strategic Plans Support Project). The overall objective of this project is to strengthen the capacity of LGA and Central Government staff in Zanzibar on child-focused budgeting and planning and provide technical assistance and guidance to LGAs in the preparation of their Strategic Plans, which is a requirement of the 2014 Local Government Act that states Councils will prepare plans annually, bi-annually, medium and long-term plans and these will be based on an integrated participatory approach.

According to the Zanzibar Planning Commission Act No. 3 of 2012, the Zanzibar Planning Commission (ZPC) is provided for under the constitution and is an autonomous government agency. Among the core functions of the ZPC are the provision of policy advice to the President and the Government in general on all sphere of national development; and the formulation and preparation of long-term, medium-term and short-term national development plans and to coordinate such plans at central and local government levels. According to section 11 of the Act, ZPC is expected to "issue guidelines for the formulation of national plans"

The ZPC wishes to prepare official Guidelines for Developing Strategic Plans for Ministries, Departments and Agencies (MDAs) in Zanzibar to assist Government Agencies in understanding the Strategic Planning Process. These are intended to provide a framework to help an agency develop its own Strategic Plan and define performance measures that emphasize meaningful results. It is intended to serve as a continuing reference document for MDAs, who are all required to have an approved strategic plan by their respective Principal Secretary. As such, strategic planning guidelines represent an important tool towards enhancing the impact of Zanzibar's development interventions and supporting the effectiveness of the decentralization process. Strategic plans provide a long-term view of what achievements each MDA wishes to achieve; and are translated annually in to the Ministry annual work plan and the budget process. Therefore, this assignment aims to develop guidelines that MDAs and LGAs in Zanzibar can utilize in the preparation of their 5-year strategic plans. These will complement ongoing efforts by UNICEF to support the capacity of local government authorities in strategic planning.

A draft version is currently in place. It is based on the Balanced Scorecard methodology. Some of the disadvantages or weaknesses of the current version include:

§ there is very little flexibility to choose strategic objectives to fit a Balanced Scorecard methodology.

§ Some key steps required to guide the process towards some of the key sections outlined by the guidelines are missing.

§ Some of the sections in the current draft appear incomplete.

OBJECTIVES & TASKS OF THE ASSIGNMENT

The overall objective of this assignment is to review and develop the Guideline for Developing Strategic Plans and budgets for Ministries, Departments and Agencies (MDAs) in Zanzibar

Specific objectives

The main objectives for this assignment are to:

1. Review the existing strategic planning guidelines for MDAs and LGA in Zanzibar to identify key areas that require improvement and strengthening.

2. Develop a revised strategic planning guideline for MDAs and LGAs in Zanzibar that meets the requirements of the Zanzibar Planning Commission.

Tasks

The specific tasks of the consultant will include:

a. Developing an inception plan

b. Reviewing the existing strategic planning guidelines

c. Interviewing key stakeholders

d. Conducting literature review to review other strategic planning guidelines

e. Facilitating a technical workshop with key stakeholders to develop Guideline for planning and budgeting at MDA levels

f. Presenting the guideline to key stakeholders at the validation workshop

g. Incorporating comments from validation workshop

h. Preparing PowerPoint presentation(s) related to the guideline for the purposes of orienting/training staff in MDAs

i. Delivering the final version of the Guideline for Developing Strategic Plans for Ministries, Departments and Agencies (MDAs) and LGAs in Zanzibar.

METHODOLOGY AND SCOPE OF THE ASSIGNMENT

The individual consultant is expected to propose a detailed methodology that would be most suited to the assignment. The approach will combine desk-based review, interviews with key stakeholders and users of the guidelines (LGAs) and participatory workshops to obtain inputs and validation of the draft guidelines.

The key outputs of the assignment include:

§ Inception report

§ Synopsis report of the existing guidelines following a review the current draft of the Guideline for Developing Strategic Plans for Ministries, Departments and Agencies (MDAs) and LGAs in Zanzibar.

§ Draft guidelines for planning and budgeting at MDA levels following a desk review specifically of the Zanzibar Development Vision 2020, MKUZA III, MTEF, PLANREP, capacity needs assessment of Zanzibar LGAs (drafted November 2018) and other related documents on Strategic Planning to identify key sections/issues for inclusion.

§ Final draft revised Guideline for Developing Strategic Plans for Ministries, Departments and Agencies (MDAs) and LGAs in Zanzibar to ZPC for comments and endorsement.

§ PowerPoint presentation related to the guideline for orienting/training staff in MDAs

DELIVERABLES AND REPORTING REQUIREMENTS

The full assignment shall take a total of 55 working days (including 2 - maximum 3 - visits to Zanzibar in the event of a consultant based in Mainland Tanzania) from the date of signing the contract. The consultants shall provide, but is not limited to, the following deliverables:

PAYMENT SCHEDULE

Payments will be made upon submission and acceptance of the specified deliverables and submission of an invoice or claim letter. The main deliverables will be linked to payments of 30 % (Deliverable 1), 30 % (Deliverable 2), and 40% (Deliverable 3) of the contract amount respectively. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

QUALIFICATIONS OF THE CONSULTANT

This assignment requires a national individual consultant. The consultant should have the following qualifications and experience

§ At least Master's degree in economics, business administration, finance, public policy, or any other related field of study

§ At least 5 years of professional experience in the field of public financial management and public service management

§ Prior experience with strategic planning processes and of working in the Ministry of Finance and the Zanzibar government is an added advantage

§ Track experience of working with LGAs and government systems on similar assignments

§ Strong track record of successfully completed similar assignments

§ Ability to communicate and conduct interviews and facilitate workshops in English and Swahili
