The Republic of The Gambia is expecting financing from the African Development Bank toward the cost of the Trans-Gambia Corridor Project, Phase II: Gambia Bridge Ancillary (1) Preparatory Studies, and intends to apply part of this grant to payments under the contract for Consultancy for PPP Transaction Advisory Services.
The services being sought in this procurement is the PPP Transaction Advisory (TA) for the Operation and Maintenance of the Trans-Gambia Bridge in The Gambia. The TA services are expected to confirm the financial viability of existing Feasibility Studies on the Tolled Bridge Institutional Model. The assignment will include among other things: (i)confirmation of the findings of the existing Feasibility Studies (technical, financial/economic and legal) including market sounding, structuring the PPP and assistance with public approvals; (ii) prepare the project for market including preparation of transaction plan, prequalification document and evaluation report, bidding documents (ITB + draft PPP agreement), design criteria and performance specifications, Contract evaluation report (iii) financial close
The National Roads Authority (NRA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) General experience of the firm in relation to the assignment (iii) list of similar assignments and experience in similar conditions, (iv) list of overall appropriate permanent and temporary staff in fields related to the assignment and (v) any other relevant information. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012) which is available on the Bank’s website at http://www.afdb.org.
