Expression of Interest are invited for Consultancy to Plan and Conduct Orientation workshop for Staff joining The Liberia Land Authority (LLA) under the Liberia Land Administration Project .

The Government of Liberia has received financing from the International Development Association (IDA) towards the cost of implementing the Liberia Land Administration Project (LLAP) by the Liberia Land Authority and intends to apply part of the proceeds of this financing for engaging the services of a consulting firm.

The consulting services (“the Services”) assignment is to plan and conduct a short orientation workshop to introduce the LLA to staff that are being absorbed from the Department of Lands, Surveys and Cartography (DLSC) of the former Ministry of Lands, Mines and Energy (now Ministry for Mines and Energy), the Deeds Registry of the Center for National Documents and Records Agency (CNDRA), and County Land Commissioners, as well as newly hired.

The key expected results of the assignment are:

1. Develop a plan for carrying out series of orientation workshops for affected and new staff of the LLA, including monitoring tools as well as costs for facilities, materials and other workshop inputs needed for workshop implementation

2. Conduct and facilitate a series of orientation workshop for 325 staffs, including transferred and newly hired staff of the LLA over a period of four days with each day dedicated to one of the four departments of the LLA

3. Submit final report of orientation exercise

The Liberia Land Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

1. The successful Consulting firm will have atleast 8 years- experience in market research and demonstrated understanding of land market issues-25 points

2. Extensive experience in developing and implementing major change management and organizational development strategy within complex organizations-25 points

3. A deep understanding of the Civil Service Standing Orders for Civil Servants, Civil Service Agency, Republic of Liberia including knowledge of the Human Resources Policy Manual (Revised ), Civil Service Agency, Republic of Liberia and understanding of The Decent Work Bill ( The Labor Law), Republic of Liberia -20 points

4. Knowledge and experience in conducting similar assignments as it relates to the transfer of staffs from sector government ministries, commissions, and State-Owned Enterprises (SOEs), to autonomous agencies of government- 30 points

The attention of interested Consultants is drawn to paragraph 3.16 to 3.17 of the World Bank-s Procurement Regulations for IPF Borrowers (Regulations) dated July 1, 2016 and revised November 1, 2017, setting forth the World Bank-s policy on conflict of interest.

The Consultancy Firm must not associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultancy Firm will be selected in accordance with the Consultants- Qualifications

Selection Method set out in the Consultants- Guidelines.
